Credit cards are subject to the crime of embezzlement. Credit cards are also a type of property, so misappropriating other people’s credit cards may constitute a crime of embezzlement. The crime of misappropriation refers to the act of illegally taking for one's own property, forgotten objects or buried objects that have been kept for the purpose of illegal possession, in large amounts, and refusing to return them.

Article 270 of the "Criminal Law"
Illegal possession of other people's property for safekeeping as one's own, if the amount is relatively large, refuse to do so If the amount is huge or there are other serious circumstances, the person shall be sentenced to fixed-term imprisonment of not less than two years and not more than five years and shall also be fined.
Anyone who illegally takes other people’s forgotten or buried items as his own, if the amount is relatively large, and refuses to hand it over, shall be punished in accordance with the provisions of the preceding paragraph.
This crime will only be dealt with upon complaint.
