Simple civil and commercial cases with little controversy shall be subject to simplified procedures. Basic people's courts and their dispatched tribunals shall apply simplified procedures when hearing civil and commercial cases that comply with the provisions of the preceding paragraph and the subject amount is less than twice the average annual salary of employees in each province, autonomous region, or municipality in the previous year. Laws and judicial interpretations provide that summary procedures shall not apply. Exceptions are made for procedural cases. For civil and commercial cases that are subject to simplified procedures, pre-trial preparation procedures such as evidence exchange and pre-trial conferences will be conducted together with the court proceedings and will not be organized separately. For cases that are subject to simplified procedures, public notice service is not applicable.
