Legal analysis: Anyone who uses the funds of the issuing bank without authorization in violation of the provisions of this Ordinance shall recover the funds and investigate the administrative responsibility of the person directly responsible. Financial personnel who take advantage of their positions to seek personal gain with loans shall be investigated for administrative responsibility.

Forcing branches of specialized banks or other financial institutions to issue loans, resulting in loan losses, the persons who are directly responsible shall be investigated for administrative responsibility and economic responsibility.
