Recently, students from Xi'an University of Electronic Science and Technology reported to reporters that they had never applied for an ICBC credit card, but after checking with the local ICBC, they found that there was an extra credit card in their name for no reason. The reporter went to Xi'an to investigate and interview, and found that more than 10,000 students in *** had their information used to apply for credit cards without their knowledge.

A small ICBC credit card has stirred up the entire Xi'an University of Electronic Science and Technology recently. The whole incident was caused by a Xidian student posting online on December 8, saying that he went to the ICBC next to the school. When applying for online banking, he was told that he could not apply because he already had a Peony credit card in his name and had opened online banking, but he had never applied for an ICBC credit card. This incident of theft of students' personal information has revealed the tip of the iceberg. After that, many students began to check ICBC’s customer service hotline 95588 and found that they had an ICBC credit card in their names that they had never seen before.

Student: All the students in the dormitory and the class have done it. Then he said that everyone should ask, 95588. After calling, he said that he applied for such a card on July 3. I have never applied for a credit card, but the (computer) showed that I have one (credit card). I didn't get the card, so I asked if I could cancel it. (Customer service) said they would talk about it in a month. I wasn't sure. We have never applied for a credit card. Students find it troublesome and don’t want to overdraw.

Student 2: It seems that the school’s finance office handled it. The students didn’t know anything about it. We didn’t know anything at all. Suddenly there was a card. We didn’t know where the card came from. Why should he use our ID cards? Some people online said that I don’t recognize this card because it doesn’t have my signature.

Reporter: How many people have this situation?

Student: The Internet said it was at least four digits, maybe tens of thousands.

In Xi'an University of Electronic Science and Technology, the reporter conducted an in-depth investigation and found that a large proportion of graduate students and doctoral students in the old campus were issued cards. Students from the School of Engineering, School of Mechanical and Electrical Engineering, and School of Economics and Management reported that their information was fraudulently used to apply for ICBC credit cards.

There are strict procedures for applying for a credit card. You must apply in person, provide detailed information, and sign in person. However, so many students have been issued credit cards without their knowledge. How do banks operate? The reporter found that the bank handling these fake credit cards was the Nanguan Branch of the Industrial and Commercial Bank of China Xi'an Branch. Two persons in charge of the credit card department admitted that from April to July this year, 1 *** applied for credit cards for more than 10,000 students. Bank: We apply this card in batches for students. The first time you apply for this card is to waive the annual fee for five years and the credit limit is zero. Reporter: Students reported to us that they did not get the card at all and did not know that there was such a card. Should we have informed the students when applying for this card? Or Say I have a signature?

The students applied for more than 10,000 credit cards without their knowledge. After constant feedback from students and public attention, the relevant person in charge of Xi'an University of Electronic Science and Technology finally admitted that the school cooperated with the Industrial and Commercial Bank of China to apply for credit cards for students collectively.

Article 17 of the "Resident Identity Card Law of the People's Republic of China" clearly stipulates that anyone who fraudulently uses another person's resident identity card shall be fined not less than 200 yuan but not more than 1,000 yuan by the public security organs, or may be detained for not more than ten days. If the school had some legal knowledge, they would not be so indifferent to the unauthorized use of student ID cards. Reflecting on the entire incident, Xi'an University of Electronic Science and Technology, after obtaining the students' ID cards and other personal information, returned it as school assets to the bank that supported the school's construction, lacking basic legal knowledge; and the Xi'an Branch of the Industrial and Commercial Bank of China Nanguan Branch, in pursuit of performance, violated operating procedures and forced students to apply for cards without their knowledge, which also reflects the lack of supervision and the indifference of legal awareness.

Things that cause harm to parties due to the leakage of personal information often occur, such as websites leaking user information, hospitals leaking patient information, etc. This time, what students jokingly called the "Xidian Carmen Incident" has once again sounded the alarm for us. Relevant experts call for the promulgation of a "Personal Information Protection Law" as soon as possible. Only through legislation can the personal information leakage problem that has plagued the public for a long time be completely solved.
