According to the Beijing Local Taxation Bureau, according to Article 20 of the Measures for the Administration of Invoices in People's Republic of China (PRC), when units and individuals sell goods, provide labor services and engage in other business activities, the payee shall issue invoices to the payer. Therefore, banks should provide cardholders with formal invoices when collecting annual bank card fees.
