Chapter 1 General Provisions Article 1 In order to ensure universal postal services, strengthen the supervision and management of the postal market, safeguard the legitimate rights and interests of users, and promote the healthy development of the postal industry, in accordance with the Postal Law of the People's Republic of China and the People's Republic of China ", "Hebei Province Postal Regulations" and other relevant laws and regulations, and combined with the actual situation of this city, these regulations are formulated. Article 2 These regulations shall apply to the universal postal services, express delivery services and supervision and management within the administrative area of ??this city. Article 3 The municipal postal administration department is responsible for the supervision and management of universal postal services and the postal market in this municipality.
Relevant departments of the municipal and county (city, district) people's governments shall, in accordance with their respective responsibilities, do a good job in promoting the development of the postal industry in accordance with the law. Article 4 The municipal and county (city, district) people's governments shall incorporate the development of the postal industry into the national economic and social development plan to ensure the coordinated development of the postal industry and the local economy and society. Article 5 Postal enterprises and express delivery enterprises shall improve service quality, establish and improve safety guarantee systems, and provide users with fast, accurate, safe and convenient services. Chapter 2 Universal Postal Services Article 6 Postal enterprises providing universal postal services shall comply with universal postal service standards.
Postal enterprises shall provide universal postal services for the delivery of letters, printed materials with a single weight not exceeding five kilograms, parcels with a single weight not exceeding ten kilograms, and postal remittances. Article 7 If a postal enterprise ceases or restricts the application of universal postal services, it shall submit an application to the municipal postal administration department; the municipal postal administration department shall make a decision on approval or disapproval within 20 days from the date of receipt of the application.
If processing is temporarily suspended or restricted due to force majeure or other special reasons, the postal enterprise shall make a timely announcement, take corresponding remedial measures, and report to the municipal postal management department within 24 hours. After the force majeure or other special reasons are eliminated, universal postal service business shall be resumed immediately. Article 8 To cancel a postal business location that provides universal postal services, a postal enterprise shall submit an application to the municipal postal administration department; the municipal postal administration department shall make a decision on approval or disapproval within 20 days from the date of receipt of the application. If approved, the postal enterprise shall make an announcement within three days from the date of receipt of the approval decision. Article 9 Postal enterprises shall adopt advanced science and technology and management methods to enhance universal service capabilities, give full play to the advantages of the postal network, expand information transmission, physical distribution, financial services and other service areas to meet the needs of economic and social development. Article 10 Postal enterprises shall strengthen production safety management, establish and improve production safety responsibility systems, improve production safety conditions, and ensure production safety.
(1) Obvious safety warning signs should be set up on production and business premises and related facilities and equipment with relatively high risk factors;
(2) Installation and use of safety equipment , testing, modification and scrapping shall comply with national standards or industry standards;
(3) Safety equipment shall be regularly maintained, maintained and regularly inspected;
(4) Safety equipment shall be Employees shall provide labor protection supplies that comply with national standards or industry standards;
(5) Major safety hazards discovered shall be rectified in a timely manner. Article 11 Postal enterprises shall establish and strictly implement the real-name system for receipt and delivery and the inspection system for receipt and delivery. If items found to be handed over or enfolded that are prohibited for delivery shall not be accepted or delivered and shall be handed over to the relevant departments for handling according to law.
For items whose safety cannot be determined, the user should be required to issue a safety certificate from the relevant department, and record the name, quantity, weight, collection and delivery time of the item, the name and address of the sender and recipient, etc. in detail. Records should be retained for no less than one year. If the user cannot issue a safety certificate, the package will not be accepted or sent.
The receipt and delivery of drugs shall comply with the relevant regulations of the postal administration department and the food and drug supervision and administration department. Article 12 Postal enterprises and their employees shall not commit the following acts:
(1) Refusal to handle postal services without reason or suspend services to users without authorization;
(2) Forcibly Selling postal products and other commodities;
(3) Adding fee items without authorization, forcing or misleading users to use high-rate postal services;
(4) Illegally providing users with postal services to others Information;
(5) Pretend to collect or withhold remittances from users or force users to convert remittances into savings;
(6) Rent or lend vehicles with special postal marks or use vehicles with special postal marks. Vehicles with special postal marks are engaged in activities other than mail delivery;
(7) Other activities prohibited by laws and regulations.
Article 13: Agencies, institutions, and enterprises shall set up places to receive mail. Rural areas should set up village postal stations or other places for receiving mail.
Postal management departments should strengthen guidance and support for the construction and services of village postal stations in accordance with relevant national regulations and standards.
Governments, institutions, enterprises, residential property services, residents (villagers) committees and other units should provide convenience for postal enterprise delivery. Chapter 3 Express Delivery Services Article 14 To operate express delivery business, an express delivery business license must be obtained in accordance with the law; no unit or individual may operate express delivery business without permission.
Enterprises that have obtained an express delivery business license to establish branches, sales departments and other non-legal branches must go to the industrial and commercial administration office where the branch is located with the corporate express business license (copy) and the attached branch list. The management department handles registration. Enterprise branches shall go to the municipal postal management department to complete the registration procedures within 20 days from the date of obtaining the business license.
Express terminal delivery points established in towns, streets, communities, schools, convenience stores, etc. must go to the municipal postal management department to go through the registration procedures within 20 days from the date of establishment. A business license is not required.
