You cannot have a car under your name. Black households are those who have no household registration information, household registration card, or ID card in the national census. They cannot buy a car and apply for motor vehicle registration. To register a motor vehicle after purchasing a car, the owner’s ID is required.

What are the effects of having a black account?

1. You cannot apply for loans from banks, small loan companies and other financial institutions, including housing loans and car loans;

2. Apply for a credit card from any bank;

3. It affects personal travel, such as taking a plane or staying in a star-rated hotel.

Legal basis: Article 14 of the "Credit Reporting Industry Management Regulations"

Credit reporting agencies are prohibited from collecting personal religious beliefs, genes, fingerprints, blood types, disease and medical history information, and legal , other personal information prohibited from collection by administrative regulations.

Credit reporting agencies are not allowed to collect personal income, deposits, securities, commercial insurance, real estate information and tax amount information. However, this is an exception unless the credit reporting agency clearly informs the information subject of the possible adverse consequences of providing the information and obtains its written consent.

Article 18

If you inquire about personal information from a credit reporting agency, you must obtain the written consent of the information subject and agree on the purpose. However, this is excepted where the law stipulates that inquiries may be made without consent.

Credit reporting agencies shall not provide personal information in violation of the provisions of the preceding paragraph.
