It is different from the original STK-based mobile banking. It is a new service mode in which customers edit the special service number of sending short messages in a specific format to the bank, and the bank handles related business for customers according to their instructions, and informs customers of the transaction results by SMS.
(2) "registered customer" refers to the customer who has self-registered mobile banking (SMS) business through the counter or online.
(3) "Non-registered customers" refer to customers who have not registered for mobile banking (SMS).
(4) "registered mobile phone number" refers to the mobile phone number provided and confirmed by the customer to China Industrial and Commercial Bank when registering mobile banking (SMS).
(5) "Default payment card" refers to a registration card designated by a customer when registering for mobile banking (SMS). Customers can use the default payment card to handle inquiries, transfers and other businesses without entering the card number.
(6) "payment password" refers to the password set and confirmed by the customer when registering for mobile banking (SMS), and the customer must enter the payment password when handling business such as transfer, remittance, payment, consumer payment and cancellation.
II. Rules for Mobile Banking (SMS)
(1) Individual customers who have opened savings accounts and settlement accounts in China Industrial and Commercial Bank and hold mobile phones of cooperative mobile communication operators (currently China Mobile Communications Group Corporation and China United Communications Co., Ltd., hereinafter referred to as cooperative units) can apply for using mobile banking (SMS). Customers handling mobile banking (SMS) business must abide by the Articles of Association of China Industrial and Commercial Bank of China for Electronic Banking, and registered customers should also fulfill the Personal Customer Service Agreement of China Industrial and Commercial Bank for Electronic Banking.
(2) When registering mobile banking (SMS), customers should specify the registered mobile phone number and default payment card, and set the payment password. After completing the registration procedures, mobile banking (SMS) will be opened immediately.
(3) Mobile banking (SMS) provides business functions such as inquiry, transfer, payment, remittance, consumer payment, donation and financial information inquiry.
(4) Counter registered customers can handle all kinds of mobile banking (SMS) services, among which transfer and remittance services need to be opened separately; Self-registered customers can handle all kinds of business except transfer and remittance. If they need to open the transfer and remittance business, they can apply for it at the business outlets.
1. When a customer handles the inquiry business, he can inquire not only the mobile banking (SMS) registered card account, but also the mobile phone owner's own bank account (the mobile phone owner's name and ID number are subject to the information kept by the partner).
2. When the customer handles the transfer business, the transfer-out account must be a mobile banking (SMS) registered card account, and the transfer-out account and the transfer-in account must be settlement accounts opened at the business outlets of China Industrial and Commercial Bank in the same area. When customers handle remittance business, the remittance account must be a mobile banking (SMS) registered card account, and the remittance account should be a settlement account opened in Industrial and Commercial Bank of China.
3. The customer's transfer business between mobile banking (SMS) registered card accounts is not controlled by the transaction limit. When a customer handles the transfer and remittance business to an account other than the registered card (account), it is controlled by the transaction limit, and the daily transaction limit is 1 yuan.
4. If the customer fails to verify the payment password for six consecutive times when handling the transfer, remittance, payment and consumer payment business, China Industrial and Commercial Bank will freeze the customer's qualification for the transfer and remittance of SMS on the same day and automatically lift the freeze the next day. During the freezing period of mobile banking (SMS) transaction qualification, it will not affect the handling of other electronic banking business and counter business.

(7) The mobile banking (SMS) service of China Industrial and Commercial Bank provides 24-hour service.
(8) Customers can register mobile banking (SMS) services at the business outlets of China Industrial and Commercial Bank, modify the default payment card, change the mobile phone number, reset the payment password, add or delete the registration card, add or cancel the external transfer function, add or delete the agreed transfer account, cancel mobile banking (SMS) and other services, or register mobile banking (SMS) on the website of China Industrial and Commercial Bank, or send SMS to modify the default payment card.
(9) Customers using mobile banking (SMS) should pay related fees according to the charging standard in the "Tariff Announcement" on our website, in which the information service fee is collected by the cooperative unit, and the remittance transaction fee in different places is automatically deducted from the remittance account by the system.
(1) The mobile banking (SMS) business handled by registering the mobile phone number and registering the mobile phone number and payment password shall be regarded as the customer's own business, and the customer shall be responsible for the above financial transactions. Article 1 Definition
The following terms are defined in this Agreement:
"Electronic banking" refers to a virtual bank that provides self-service financial services to customers through networks and electronic terminals. China Industrial and Commercial Bank E-banking provides customers with inquiry, transfer, financial management, payment and settlement services through telephone banking, online banking and mobile banking.
"customer certificate" refers to an electronic file used to store the customer's identity and digitally sign the electronic banking transaction information sent by the customer.
"e-banking instruction" refers to the customer's request for inquiry and transfer to the bank through the network with the registered card number (customer number and registered mobile phone number) or passbook account number or customer certificate and corresponding password.
article 2 party a's rights and obligations
I. rights

(3) If Party A has any questions, suggestions or comments about Party B's e-banking service, it can call "95588", log on to Party B's website or go to Party B's business outlets for consultation and complaint.
II. Obligations
(1) Party A shall abide by the Articles of Association of China Industrial and Commercial Bank for Electronic Banking when handling electronic banking business.
(2) Party A shall ensure that the information provided is true, accurate and complete when going through the registration, cancellation and change procedures of electronic banking.
(3) Party A shall directly log in to Party B's website (website:) when handling online banking business, instead of logging in through emails or links provided by other websites.
(4) Party A must properly keep its own registration card number, customer number, password and customer certificate, and be responsible for the financial transactions completed through the above information.
(5) Party A shall set and keep the password according to the principle of confidentiality: avoid using information obviously related to the person, such as name, birthday and telephone number, as the password; Do not provide my password to anyone except those prescribed by law; After handling business through mobile banking, the password must be deleted from the mobile phone; Take other reasonable measures to prevent my password from being stolen. The consequences caused by password leakage shall be borne by Party A..
(6) If Party A's customer certificate is damaged, locked or lost within the validity period, or the password of electronic banking is leaked or forgotten, it shall go to the business outlets for replacement, unlocking, loss reporting or password reset in time. Party A shall bear all the consequences before completing the above procedures.
(7) Party A can report the loss of accounts and bank cards through Party B's e-banking. The loss reporting of Peony International Card and Peony International Debit Card will take effect immediately; The report loss of Peony Link Card, Peony Link Card E Times, wealth management account and savings deposit account is valid for 5 days, and the report loss will be automatically released after the validity period; The validity period of peony credit card and peony credit card loss reporting shall be handled in accordance with the relevant articles of association; The responsibility for economic losses shall be handled in accordance with the relevant business articles of association and regulations.
(8) Party A shall not refuse to pay the money due to Party B on the grounds of disputes with a third party.
(9) Party A shall not intentionally slander or damage Party B's reputation or maliciously attack Party B's electronic banking system.

(5) Party B handles the business according to Party A's e-banking instructions, and all operations using Party A's registered card number, customer number, password and customer certificate are regarded as Party A's actions, and the electronic information records generated by this operation are valid credentials for Party B to handle the e-banking business.
(6) Party B does not correctly execute the instructions for electronic banking submitted by Party A due to the following circumstances, and does not assume any responsibilities:
1. The instruction information received by Party B is unknown, garbled and incomplete.
2. Party A's account balance or credit line is insufficient.
3. funds in party a's account are frozen or deducted according to law.
4. Party A fails to operate correctly according to Party B's relevant business regulations.
5. Force majeure or other circumstances not attributable to Party B's fault.
(7) when the agreement is terminated or the service is suspended within the validity period, Party B will not refund the relevant fees paid by Party A..
II. Obligations
(1) Party B shall be responsible for the legality of the relevant software used in e-banking.
(2) Party B is responsible for handling the e-banking registration formalities for Party A in time and providing corresponding e-banking services for Party A according to the different registration functions of Party A..
(3) Party B is responsible for providing electronic banking consulting services to Party A, and publishing the function introduction, hot spot answers, trading rules and other contents on Party B's website.
(4) Party B has the obligation to keep confidential the application materials and other information provided by Party A, except as otherwise provided by laws and regulations.
(5) If the payment and settlement processing is delayed due to work mistakes, Party B shall compensate according to the relevant provisions of the Payment and Settlement Measures of the People's Bank of China.
article 4 applicable provisions of law
the establishment, entry into force, performance and interpretation of this agreement shall be governed by the laws of the people's Republic of China; If there is no explicit provision in the law, the prevailing financial practices can be applied.
