Article 2 Those who engage in building decoration and renovation activities and implement supervision and management of building decoration and renovation activities within the administrative region of this city must abide by these Measures. Article 3 The term “building decoration and renovation activities” as mentioned in these Measures is an integral part of construction activities. It refers to the use of building decoration materials and ornaments to protect the interior and exterior surfaces and internal spaces of houses to meet certain environmental quality requirements. Engineering activities that treat surfaces and interior spaces, including residential decoration and non-residential engineering decoration. Article 4 Building decoration and decoration should be safe and applicable, beautify the environment, be economically reasonable, and comply with relevant regulations and standards such as planning, fire protection, environmental protection, city appearance, sanitation, and earthquake resistance. Encourage the use of advanced technologies, new processes and new environmentally friendly and energy-saving materials in building decoration activities. Article 5 The municipal and county construction industry management departments are responsible for the administrative supervision and management of building decoration activities. The municipal construction industry management department may entrust relevant organizations to implement specific supervision and management of building decoration and renovation activities in accordance with the law.
Planning, real estate, environmental protection, construction, city appearance, public security, quality and technical supervision, industrial and commercial administration and other departments should jointly supervise and manage building decoration and renovation activities in accordance with their respective responsibilities. Article 6 The building decoration and decoration industry organizations shall, under the guidance of the competent departments, promote industry self-discipline, establish industry credit files, publish credit information, promote advanced technologies, new processes and environmentally friendly and energy-saving new materials, and promote the healthy development of the building decoration and decoration industry. . Chapter 2 General Provisions Article 7 The term "decorator" as mentioned in these Measures refers to the construction unit of the construction project before the construction project is completed, accepted, and delivered for use. After the construction project is completed, accepted, and delivered for use, it refers to the owner or property user.
The term “residential decoration and decoration” as mentioned in these Measures refers to the indoor decoration and decoration activities after the residential project is completed and accepted and delivered for use. Before the residential building is completed and accepted and delivered for use, if the construction unit uniformly decorates the residential building, it shall be in accordance with the relevant regulations on the decoration and decoration management of non-residential projects. Article 8 When a property user renovates a house, he or she must obtain the written consent of the owner. Article 9 Construction decoration and decoration enterprises (hereinafter referred to as decoration enterprises) shall obtain corresponding qualification certificates and engage in construction decoration and decoration activities within the scope permitted by the qualification level. Article 10 When non-local decoration enterprises enter this city to engage in construction decoration activities, they shall go to the municipal construction industry management department with a valid certificate to complete the registration procedures. Article 11 Various professional and technical personnel engaged in construction decoration and decoration activities shall obtain corresponding professional qualification certificates and engage in construction decoration and decoration activities within the scope of qualifications; professional and technical personnel engaged in special types of work shall obtain employment certificates. Article 12 Decoration enterprises shall establish and improve the education and training system and strengthen the education and training of employees; personnel who have not received education and training or who fail the assessment shall not be allowed to work. Article 13 Decorators and decoration companies must strictly implement relevant national regulations and norms to ensure the quality and safety of decoration projects, and assume relevant responsibilities for the quality and safety of decoration projects in accordance with the law.
Materials, components and equipment used for building decoration must comply with design requirements and relevant quality standards. Decorators shall not require decoration companies to use unqualified building decoration materials, components and equipment.
It is strictly prohibited to use materials and products in building decoration activities that contain hazardous substances that exceed the standard, that are subject to compulsory certification by the state but have not been certified, and that are explicitly eliminated by the state. Article 14 The design and construction of decoration must ensure the integrity, earthquake resistance and structural safety of the house.
Illegally constructed houses, dangerous houses or houses that fail quality inspection shall not be decorated. Article 15 Decoration and decoration shall be constructed in accordance with construction drawings and design documents. If the design documents need to be modified during construction, they shall be modified by the original design unit and submitted to the original review unit for review and approval. Article 16 Decorators and decoration enterprises shall carry out decoration activities in accordance with the purposes approved by the planning department or stated in the house ownership certificate, and shall not change the use nature of the house without authorization.
Article 17 Decoration enterprises shall establish and improve quality and safety production management systems, establish quality and safety production management institutions, formulate quality and safety production measures and safety accident emergency rescue plans, and ensure the quality and safety of decoration and decoration construction.
If a decoration enterprise has not obtained a production safety license, it shall not engage in building decoration and decoration construction activities. Article 18 Decoration enterprises shall put up a sign at the construction site to announce the name of the decoration enterprise, the name and contact information of the person in charge of the construction, the start and completion dates, and the complaint telephone number of the construction industry management department.
When decorating and renovating, decorators and decoration companies should abide by laws, regulations and technical specifications in water supply, drainage, power supply, traffic, lighting, maintenance, energy-saving facilities, environmental sanitation, environmental protection, etc.
