China Banking Regulatory Commission stipulates that credit cards are not allowed to charge any fees without the activation of the cardholder. However, the regulations cannot cover all situations. At the same time, the regulation points out that "under special circumstances, the cardholder alone authorizes the deduction of fees in a way recognized by both the cardholder and the issuing bank, except that the creditor-debtor relationship has been formed when the card is exchanged.
