Banking financial institutions should follow the principle of prudence in issuing credit cards to students. Credit cards (except supplementary cards) shall not be issued to students under the age of 18. When issuing credit cards to students who have reached the age of 18 and have no fixed job or stable income, the second repayment source must be implemented, and the second repayment source should have the corresponding repayment ability. Before issuing a card, a banking financial institution must confirm that the second repayment source has agreed in writing to bear the corresponding repayment responsibility, otherwise it may not issue a card.
This is the requirement of the Notice of China Banking Regulatory Commission on Further Regulating Credit Card Business, which was implemented in September 2009.
