The competent department of energy conservation determined by the local people's governments at or above the county level shall be responsible for the supervision and management of energy conservation within their respective administrative areas. The relevant departments of the local people's governments at or above the county level shall be responsible for the supervision and management of energy conservation within the scope of their respective duties, and accept the guidance of the competent department of energy conservation at the same level. The province implements the energy-saving target responsibility system and energy-saving assessment system, and takes the completion of energy-saving targets as the content of the assessment of people's governments at all levels and their responsible persons. Local people's governments at or above the county level shall report to the people's government at the next higher level on the implementation of energy-saving targets and responsibilities every year, and report to the people's congress at the corresponding level or its standing committee on the annual energy-saving work. The local people's governments at or above the county level and their relevant departments shall encourage the research and development of new energy technologies and new energy-saving technologies, strengthen energy-saving publicity and education, incorporate energy-saving knowledge into national education and training, popularize energy-saving scientific knowledge, technology and skills, enhance the awareness of energy conservation among the whole people, and advocate and implement energy-saving consumption patterns. 1. Energy-using units and individuals shall fulfill their energy-saving obligations according to law, and shall not commit any of the following acts:

1, producing, importing, selling or transferring energy-using products and equipment that have been explicitly eliminated by the state or do not meet mandatory energy efficiency standards;

2, the use of energy-using equipment and production technology explicitly eliminated by the state;

3. Exceeding the energy consumption limit per unit product;

4. Provide and use electricity, gas, natural gas, coal, heat and other energy sources produced by enterprises free of charge or implement a package fee system. Two, energy conservation and emission reduction subsidy funds focus on the scope of support:

1, system and mechanism innovation of energy conservation and emission reduction;

2. Basic capacity of energy conservation and emission reduction and construction of public platforms;

3. Comprehensive demonstration of fiscal policies for energy conservation and emission reduction;

4, key areas, key industries, key areas of energy conservation and emission reduction;

5 demonstration, promotion, transformation and upgrading of key technologies for energy conservation and emission reduction;

6. Other relevant matters approved by the State Council. Legal basis: Article 9 of the Regulations on Energy Conservation in Jiangsu Province, local people's governments at or above the county level shall protect and rationally develop and utilize energy resources, scientifically plan the construction of energy projects, optimize the energy consumption structure, encourage and support the development and utilization of clean energy such as natural gas, clean coal and rural biogas, and renewable energy such as solar energy and wind energy, and strengthen the comprehensive development and utilization of biomass energy such as crop straw and combustible waste.
