(19) Strengthen environmental protection. Adhere to prevention first and comprehensive management, strengthen pollution prevention and ecological protection from the source, and resolutely change the situation of pollution before treatment and pollution while treatment. All localities and departments should take environmental protection as a major task, take strict and effective measures to reduce the total discharge of pollutants, and effectively solve outstanding problems that affect economic and social development, especially those that seriously endanger people's health. Improve the environmental quality of key river basins and key areas as soon as possible, increase the prevention and control of water pollution in the "three rivers and three lakes", the Three Gorges reservoir area, the upper and middle reaches of the Yangtze River and the water sources along the South-to-North Water Transfer Project, actively prevent and control rural non-point source pollution, and especially protect drinking water sources. Comprehensively manage the environment of large and medium-sized cities, strengthen the prevention and control of industrial pollution, speed up the control of sulfur dioxide in coal-fired power plants, attach importance to controlling greenhouse gas emissions, and properly handle domestic garbage and hazardous waste. Seven. Deepen system reform and improve the level of opening up.

We will continue to deepen the reform of departmental budgets, centralized treasury receipts and payments, government procurement and fiscal revenue and expenditure management systems. Improve the value-added tax system and realize the transformation of value-added tax. Unify the tax system of various enterprises.
