On September 26th, 2006, Typhoon David 18 hit Hainan, and Baoting County suffered a frontal attack. Before the typhoon came, the county government held a meeting in accordance with the spirit of the provincial government's tropical storm defense work conference, and made arrangements for the defense of typhoon attacks in townships (towns) and agricultural (tea) farms, demanding that people in dangerous areas be evacuated to safe areas to prevent geological disasters caused by heavy rains. At 5 o'clock in the afternoon on the 25th, the County Bureau of Land, Environment and Resources informed the Gan Mao Township Government to send a cadre to the Qing 'anling Iron Ore Concentrator in Nanhao Village, Gan Mao Township, and asked the factory personnel to evacuate immediately. However, due to the luck of the person in charge of the factory, it was not until 5 pm on 26th that Typhoon 18 hit the factory.
