The transaction time is based on the server time obtained from the transaction, not the time on our computer. There is indeed a gap of several seconds between the time on the exchange server and the time on our computer. When you see that your computer time is 3 o'clock, in fact, the exchange server still has a few seconds before 3 o'clock, so you can still have a few seconds to make a transaction after 3 o'clock.
