(A) correctly grasp the current agricultural and rural economic situation. Since last year, agricultural departments at all levels have conscientiously implemented the decision-making arrangements of the CPC Central Committee and the State Council on strengthening the work concerning agriculture, rural areas and farmers, fully implemented the policy of supporting agriculture and benefiting farmers, and further intensified all work. Agriculture and rural economy continued to maintain a good momentum of development. Grain production has increased substantially, farmers' income has increased rapidly, agricultural industry has developed steadily and rapidly, agricultural scientific research and popularization have achieved remarkable results, rural reform has been steadily promoted, foreign trade in agricultural products has grown rapidly, and significant results have been achieved in the prevention and control of major animal and plant diseases. However, it must be noted that agriculture is still the weak link of the national economy, the agricultural infrastructure is fragile, the foundation for stable grain production increase is not solid, it is difficult for farmers to increase their income continuously, the development of agriculture and rural economy is still in a difficult climbing stage, and the tasks of agriculture and rural economy are very arduous.
(2) Building a new socialist countryside is an important task for the development of agriculture and rural economy. The Fifth Plenary Session of the 16th CPC Central Committee made a major decision to build a new socialist countryside, further pointed out the direction of "agriculture, countryside and farmers" work at present and in the future, and made clear the overall goal of agricultural and rural economic development. Agricultural departments at all levels should fully understand the great significance of building a new socialist countryside from a strategic and overall perspective, fully grasp the scientific connotation of building a new socialist countryside, regard building a new socialist countryside as a major task of agricultural and rural economic development, and earnestly implement the various arrangements and requirements of the central government for building a new countryside in practical actions to promote agricultural and rural economic work, so as to achieve rapid and sound development of agriculture and rural economy.
(3) Do a good job in agriculture and rural economy around building a new socialist countryside. During the "Eleventh Five-Year Plan" period, agriculture and rural economic work should be guided by Deng Xiaoping Theory and Theory of Three Represents, and Scientific Outlook on Development should be fully implemented. Always regard the work of agriculture, countryside and farmers as the top priority. In accordance with the deployment and requirements of building a new socialist countryside, we will implement the overall plan of coordinating urban and rural development, implement the policy of industry feeding agriculture, urban supporting rural areas and "giving more and taking less", and implement the three strategies of "transformation, expansion and upgrading". Efforts should be made to change the growth mode of agriculture and rural economy, expand development fields and ways, enhance development ability and competitiveness, vigorously develop modern agriculture, strive to broaden channels for farmers to increase their income, actively promote rural infrastructure construction, and continuously deepen rural reform and opening up, so as to achieve the "three increases" goal of stable grain production, sustained agricultural efficiency increase and sustained farmers' income increase, promote comprehensive and coordinated development of agriculture and rural economy, and lay a solid foundation for building a new socialist countryside.
(four) combined with the actual situation of the agricultural sector, promote the construction of a new socialist countryside. Promoting the construction of new socialist countryside is a long-term and arduous historical task. Agricultural departments at all levels should proceed from their own responsibilities, adhere to the path of scientific development, take accelerating rural economic development as the center, and vigorously develop modern agriculture as the main direction. Adhere to the basic rural management system, fully respect the wishes of farmers, and strive to solve the practical problems that farmers are most concerned about. Actively promote the establishment of a long-term mechanism to promote agriculture through industry and bring rural areas through cities, strive to win the support and participation of all parties, give full play to the enthusiasm of all parties, and form a joint force for building a new socialist countryside. Since 2006, the "Nine Actions" have been carried out, namely, the demonstration action of building a new socialist countryside, the action of enhancing the comprehensive grain production capacity, the action of promoting the industrial belt of superior agricultural products, the action of upgrading agricultural science and technology, the action of changing the growth mode of animal husbandry and aquaculture, the action of promoting agricultural industrialization and agricultural product processing, the green action of agricultural product quality and safety, the action of enriching people with ecological homes, and the action of preventing and controlling major animal diseases such as avian flu. Through the implementation of the "Nine Actions", we will promote the economic development of agriculture and rural areas and the construction of a new socialist countryside.

In accordance with the requirements of stabilizing area, paying attention to unit yield, optimizing structure, saving costs and increasing efficiency, and improving capacity, efforts will be made to strengthen resource guarantee, material equipment, scientific and technological support and anti-risk capacity building, effectively change the mode of grain growth, and strive to achieve stable development of grain production. Resolutely implement the strictest farmland protection system, strengthen the protection of basic farmland, and stabilize the grain planting area. Solidly promote the high-quality grain industry project and accelerate the construction of large-scale commodity grain bases. Support and encourage leading enterprises to establish agricultural science and technology research and development centers. We will focus on tackling technical problems in the fields of new variety cultivation, prevention and control of animal and plant diseases, supporting agricultural machinery, ecological environment construction, and efficient utilization of resources, strengthen research and development of major yield-increasing technologies, cost-saving technologies, deep processing technologies, biotechnology, information technologies, and facility agriculture technologies, form a number of breakthrough major scientific and technological achievements, and enhance the independent innovation ability, technical reserve ability and achievement transformation ability of agricultural science and technology.
(seven) to increase the popularization of agricultural technology focusing on science and technology and soil testing and formula fertilization. Deepen the popularization of agricultural science and technology to households, extend the popularization chain, improve the agricultural technology popularization mechanism of leading science and technology to households, leading fine varieties to fields and leading people to technical essentials, vigorously cultivate scientific and technological demonstration households, enhance the radiation-driven ability, expand the implementation scope of leading varieties, main popularization technologies and main training, and focus on popularizing ten technologies such as super rice planting and comprehensive prevention and control of major pests and diseases of major food crops. Adjust and optimize the agricultural structure according to the requirements of high yield, high quality, high efficiency, ecology and safety. Further intensify the implementation of regional layout planning of advantageous agricultural products, accelerate the construction of industrial belts of advantageous agricultural products, actively develop characteristic agriculture, green food and ecological agriculture, cultivate well-known brands of agricultural products and develop leading industries. Focusing on improving the coverage rate of improved varieties, improving the standardization level, extending the industrial chain and enhancing the support capacity, we will focus on building industrial belts such as special wheat for Huanghuaihai, rice in Sanjiang Plain, cotton in Xinjiang, apples on the loess plateau in northwest China, citrus in southern Zhejiang, citrus in western Fujian and eastern Guangdong, double-high sugarcane in central and southern Guangxi, dairy cows in northeast China, and aquatic products exported from the Yellow Sea and Bohai Sea. Continue to implement the breeding project. (9) Comprehensively promote the industrialized operation of agriculture. Insist on supporting the superior and making it bigger and stronger, focus on cultivating a number of leading enterprises and enterprise cluster demonstration bases with strong competitiveness, promote the organic combination of leading enterprises, cooperative organizations and farmers, and let farmers get more benefits from industrialized operation. Actively strive to increase capital investment to support the development of agricultural industrialization, and subsidize farmers to participate in agricultural insurance through leading enterprises. Actively coordinate relevant departments to improve tax policies and improve credit services for leading enterprises. Actively promote the establishment of a futures market for bulk agricultural products and develop "order agriculture". Encourage leading enterprises to set up venture capital, and establish a scientific and reasonable interest linkage mechanism with farmers through protective price acquisition and profit return. Expand the scope of demonstration projects of professional cooperative economic organizations, and encourage farmers to form various forms of professional cooperative economic organizations in production services, product circulation, storage and processing, marketing and other links in accordance with the principles of voluntariness, equality and mutual benefit. Accelerate the construction of agricultural credit system and gradually implement credit classification management.
(eleven) to strengthen the prevention and control of major animal diseases such as bird flu. In accordance with the principle of "strengthening leadership, close cooperation, relying on scientific and legal prevention and control, mass prevention and control, and decisive disposal", we will conscientiously implement various prevention and control measures. Strengthen compulsory immunization against major animal diseases, formulate scientific immunization procedures, and conduct regular immunization inspection and monitoring of immunization effects. Strengthen the early warning and forecasting of major animal epidemics, implement the national monitoring plan for major animal epidemics, and implement the network management of epidemic reporting. Strengthen the emergency response to major animal epidemics, improve the emergency mechanism for sudden major animal epidemics, and establish a reserve system for emergency materials for major epidemics. Accelerate the demonstration construction of animal epidemic areas without regulations, organize national assessment, and actively promote international certification. According to the market demand at home and abroad, we will actively develop superior agricultural products with excellent quality, obvious characteristics and high added value, promote "one product in one village" and realize agricultural value-added and efficiency. Encourage and support the development of township enterprises, actively coordinate and implement policies and measures to support the development of township enterprises, and promote scientific and technological progress and structural adjustment Guide township enterprises to develop labor-intensive industries, various rural service industries, supporting enterprises of large enterprises and resource-saving enterprises, which mainly attract farmers' employment. We will build demonstration enterprises and counties for agricultural products processing, promote the storage, preservation, marketing and intensive processing of agricultural products, promote the pilot reform of value-added tax for intensive processing of agricultural products, and promote the rational distribution and rapid development of agricultural products processing industry. Vigorously promote the development of rural private economy, guide enterprises and factors to gather, and develop and expand the county economy.
(fifteen) to strengthen the training of farmers and rural vocational education. Construct a new farmer training mechanism with government project guidance, overall planning by competent departments, implementation of training institutions and farmers' independent participation. Implement new farmers' scientific and technological training projects, increase the training of green certificates, build farmers' scientific and technological bookstores, strengthen advanced and practical technical training and popularize agricultural scientific knowledge, cultivate new farmers with culture, technology and management, improve farmers' agricultural skills and popularize scientific farming. Expand the implementation scale of the Sunshine Project for Rural Labor Force Transfer Training, vigorously carry out vocational skills training and guidance training, raise subsidy standards, strengthen project supervision, and enhance farmers' ability to transfer jobs. Strengthen the organization and guidance of rural vocational education, develop rural distance education, and strive to improve the running level of agricultural vocational colleges.
(sixteen) actively promote the transfer of rural labor employment. Promote the establishment of rural labor export coordination management institutions, vigorously develop the rural labor economy, and continuously increase the income of farmers. Strengthen the guidance for farmers to go out for employment, and do a good job in the docking, coordination and management of labor export places and import places. Strengthen the monitoring of rural labor flow, improve the comprehensive service system for farmers' employment, provide farmers with employment transfer information, and guide and promote the orderly transfer of rural surplus labor to non-agricultural industries and cities and towns. Actively participate in cleaning up and canceling all kinds of discriminatory provisions and unreasonable restrictions on migrant workers' floating employment, and protect their legitimate rights and interests according to law. Actively promote the pilot of equal employment system for urban and rural labor force, and gradually establish a unified labor market and a fair competition employment system in urban and rural areas.
Fourth, strengthen infrastructure construction and improve rural production and living conditions.
(seventeen) solidly promote the construction of the "seven systems" of agriculture. Adhere to the incremental investment to revitalize the stock, comprehensively integrate the existing resources, prioritize and organize the implementation step by step. Focus on strengthening the support and guarantee function, promote the establishment of a stable investment mechanism, improve the subsidy and compensation mechanism, give play to the demonstration, guidance and adjustment role of state investment, make full use of market economic means, and guide social capital, industrial and commercial capital and overseas capital to actively participate in system construction. Actively promote clean energy technologies such as straw gasification, small hydropower, solar energy and wind power generation in suitable areas, establish demonstration bases for energy crop planting and liquid fuel conversion, expand the demonstration and popularization of biomass gasification and solidification molding technologies, and accelerate the pace of rural energy construction. (twenty) to strengthen the protection and construction of rural ecological environment. Promote clean production technology of planting and breeding industry according to local conditions, and guide the transformation of agricultural production mode. Formulate and implement the national agricultural pollution prevention and control plan, build an agricultural resources and environment monitoring and early warning system, strengthen agricultural pollution prevention and control, and promote the sustainable development of agriculture and rural areas. Implement scientific fertilization, popularize biological control technology of crop diseases and insect pests, and reduce the residue of chemical fertilizers and pesticides in the soil. Implement fishery resources and ecological environment protection projects, continue to implement the fishing ban system and build aquatic animal and plant nature reserves. Strengthen the safety protection and utilization of agricultural biological resources, and do a good job in the protection and utilization of crop and agricultural microbial germplasm resources. Take effective measures to prevent the invasion of alien pests. Promote the establishment and improvement of ecological compensation mechanism.
Five, deepen rural reform and agricultural opening up, and promote the harmonious development of rural areas.

Stabilize and improve the two-tier management system based on household contract management and combining unified management with separate management, improve the legal, voluntary and paid transfer mechanism of land contract management rights, and develop various forms of moderate scale management in places where conditions permit. (twenty-two) to improve the level of agricultural opening up. Expand the field of agricultural opening to the outside world, expand the channels of foreign cooperation, and make full use of the international and domestic markets and resources to further improve the international competitiveness of China's agriculture. To meet the needs of agricultural and rural economic development, we will continue to do a good job in introducing foreign capital, technology, talents and services. Accelerate the implementation of the "going out" strategy of agriculture, improve relevant policies and measures, and give play to the leading role of agricultural reclamation. Vigorously explore the international market of agricultural products and expand the export of advantageous agricultural products such as gardening, animal husbandry and aquatic products. Actively participate in the coordination of international agricultural affairs, the formulation of international rules and standards, and multilateral and bilateral agricultural trade negotiations to earnestly safeguard China's rights and interests. Establish an early warning mechanism for bulk agricultural products trade and a rapid response mechanism for agricultural products trade disputes, so as to improve the ability of China agriculture to deal with international trade disputes.
(twenty-three) the development of new rural social service organizations. Further strengthen the service function of rural collective economic organizations, and encourage, guide and support the development of various new social service organizations in rural areas. Promote the development of agricultural products industry associations, guide agricultural products producers and agricultural products processing and export enterprises to strengthen industry self-discipline, do a good job in information services, and safeguard the rights and interests of members. Summarize and popularize the good practices and experiences of existing self-help organizations, actively develop intermediary organizations such as law and finance in rural areas, and provide effective services for farmers to develop production and operation and safeguard their legitimate rights and interests.
(twenty-four) actively promote rural grassroots party building and democracy and legal system construction. Cooperate with relevant departments to carry out educational activities to maintain the advanced nature of rural party member, take building a new socialist countryside as the theme, and carry out targeted positive education in combination with rural reality, so as to solve the outstanding problems existing in the Party organizations and party member ranks, the main problems affecting reform, development and stability, and the key issues that the masses are most concerned about, so as to achieve practical results and further enhance the fighting capacity, cohesion and creativity of rural grassroots party organizations. Participate in the demonstration activities of democratic management of village affairs, promote and improve the democratic deliberation system of village affairs, and let farmers truly enjoy the right to know, participate, manage and supervise. We will improve the villagers' system of "one thing, one discussion", improve the mechanism and methods of farmers' independent financing and investment, and guide farmers to independently carry out the construction of rural public welfare facilities. Promote the construction of rural legal system, enhance farmers' legal concept, and improve farmers' consciousness of exercising their rights and fulfilling their obligations according to law.
