At the same time, it has far-reaching significance for the province's opening up and won the opening advantage of "big (even) green (island) sky (Tianjin)" in the Bohai Economic Circle:

First, it is conducive to giving full play to its unique international transshipment function, effectively curbing and recovering domestic transshipment containers lost to South Korea and Japan, promoting the development of Qingdao Port into an important container transshipment hub port in the next five years, and accelerating the process of building an international shipping center in Northeast Asia. It is conducive to cultivating and expanding modern service industry clusters such as port and shipping services, transnational procurement, characteristic research and development, service outsourcing and information intermediary, becoming an international shipping center and futures delivery center, and exploring the establishment of a pilot zone of China, Japan and South Korea Free Trade Zone.

Second, the strategy of "protection and development around the Bay" should be better coordinated, the development and opening-up of surrounding areas should be promoted, a new economic zone corresponding to the development of the main city should be formed, and the strategy of "one leader, three helpers and many groups" should be further implemented, so that enterprises in the area can enjoy convenient entry and exit procedures, preferential tax policies, relaxed trade control and simplified business procedures.

Qingdao Qianwan Bonded Port Area is upgraded from bonded area, bonded logistics park and port, which integrates all the functions and policies of the three, realizes the integration of the area and port, and has port functions that other bonded areas do not have. Unified customs supervision of bonded port areas can organically combine the three functions, realize substantive linkage between bonded areas and ports, save cumbersome customs clearance procedures and reduce logistics costs.
