Then there are three kinds of emergency plan drills: desktop drills, functional drills and comprehensive drills. The tasks and implementation processes of various drills are as follows:
(1) Desktop drill: The basic task is to train participants' problem-solving ability and solve the problems of mutual cooperation and division of responsibilities among emergency organizations. Desktop drills are generally held in the conference room, attended by representatives of emergency organizations or key personnel. In view of the limited emergency response and internal coordination activities, the actions to be taken in an emergency are discussed according to the emergency plan and standard working procedures. After that, collect the suggestions of participants in the form of oral comments, submit a short written report, summarize the exercise activities and put forward suggestions for improving emergency response to prepare for functional drills and comprehensive drills.
(2) Function drill: The basic task is to test the planning and response capabilities of emergency personnel and emergency systems according to the emergency response function. Functional drills are generally held in emergency command center or on-site command, and can be conducted on-site at the same time, and limited emergency equipment can be called. After the drill, in addition to oral comments, a written report on the drill activities should also be submitted to the relevant local departments, and suggestions for improvement should be put forward.
(3) Comprehensive drill: The basic task is to test all or most of the emergency response functions in the emergency plan, so as to evaluate the emergency operation ability and mutual coordination ability of emergency organizations. The whole drill is a live drill. The drill process should be as real as possible, and more emergency personnel and resources should be called for actual combat drills, which can be conducted in an interactive way, usually lasting for several hours or longer. After the drill, in addition to oral comments, a formal written report should be submitted.
The comprehensive exercise process is very complicated and should be carefully planned in advance. Generally speaking, the exercise process can be divided into three stages: exercise preparation, exercise implementation and exercise summary, involving multiple departments.
