The leading group of Shantou Special Economic Zone's main non-staple food price adjustment fund leads the collection, management and use of the adjustment fund on behalf of the Municipal People's Government. The office of the leading group (located in the Municipal Price Bureau) is responsible for regulating the daily use and management of the fund. Article 3 Sources of adjustment funds:
(a) the municipal finance department in the implementation of the provisions of the first annual budget arrangements of 3 million yuan as a subsidy, the Municipal People's government will be based on the financial situation and the actual needs of the appropriate increase every year;
(two) the hotel industry in the special zone shall charge additional fees to passengers according to the prescribed amount of pre-tax room operating income. The charging standard is:
1, ordinary hotel, every day in 2 yuan;
2. One-star (including quasi-one-star fee level), each 3 yuan every day;
3. Two-star (including quasi-two-star fee level), each 5 yuan every day;
4. Three-star (including quasi-three-star charging level), each 7 yuan every day;
5. Four-star (including quasi-four-star fee level), each 9 yuan per day;
6. Five-star (including quasi-five-star charging level), per room per day 10 yuan.
Passengers staying for half a day or less, the quota standard is levied according to half of the full-time standard;
(3) According to the Provisions of Shantou Special Economic Zone on the Administration of Tax Collection of Special Consumption Industries, the special consumption industry surcharge levied at 5% of its operating income within the scope of the Special Economic Zone shall be included in the management of regulating the use of funds;
(four) some goods and services that are subject to government pricing and government guidance are charged at a certain price or proportion;
(five) other projects approved by the Municipal People's government. Article 4 The adjustment fund arranged in the financial budget shall be included in the budget by the financial department and transferred to the special account of the main non-staple food price adjustment fund in Shantou Special Economic Zone at the end of the first quarter of each year (hereinafter referred to as the special account). Article 5 Other adjustment funds other than Item (1) of Article 3 of these Provisions shall be collected by various functional departments in accordance with the following provisions and turned over to the special account of adjustment funds opened by the municipal finance department in the bank before the next month 10:
(a) the provisions of article third (two) of the regulation fund, the hotel business unit is responsible for the collection;
(two) the provisions of article third (three) of the regulation fund, the Municipal Local Taxation Bureau is responsible for the collection;
(three) the provisions of article third (four) of the regulation fund, the Municipal Price Bureau is responsible for the collection. Article 6 The bills printed or supervised by the municipal finance and local taxation departments shall be used for the collection and adjustment of funds. Seventh adjustment fund collection units should be in 10 days before the adjustment fund leading group office submitted last month's adjustment fund collection statistics; The Municipal Finance Bureau shall submit the statistical data of fund account revenue and expenditure to the fund swap office on a quarterly basis. Article 8 The regulation fund shall be managed in a special way and used for special purposes, and no unit or individual may intercept or misappropriate it. Its main uses are:
(a) to support the construction of the "vegetable basket" project in the special zone;
(two) in the event of disasters or other special circumstances, the protection price subsidies for important agricultural and sideline products and the necessary policy loss subsidies for business departments;
(three) major festivals or off-season, the municipal government for the management department to organize the storage of major non-staple food sources to issue necessary subsidies;
(four) in order to balance the market supply and demand, entrust the business department to participate in the market throughput, organize non-staple food futures, stabilize the market price, and provide the necessary operating risk funds. Article 9 The adjustment fund shall be used in a rolling way. When necessary, with the approval of the leading group of the adjustment fund, it can be used for compensation. If you are in urgent need and have insufficient funds, you can apply for a low-interest loan from the bank where you open the account. Article 10 For the use of adjustment funds, according to the application of relevant departments and production and business units and the market situation, the unit applying for the use of funds shall fill in the application form for the use of price adjustment funds, and after being audited by the competent department, the office of the adjustment fund leading group shall, jointly with the municipal finance and municipal trade departments, put forward the use plan and report it to the municipal adjustment fund leading group for approval before implementation. Eleventh units using funds should consciously accept the inspection and supervision of the leading group for the transfer of funds, write a written report on the use of funds at the end of each year, settle accounts with the special account for funds, and accept the supervision of the departments of price, finance and auditing. Twelfth municipal finance, auditing, price, local tax and other departments should strengthen the supervision, management and inspection of the collection and use of regulatory funds. When conducting supervision and inspection, the competent pricing department may exercise the following functions and powers:
(1) Inquiring and copying account books, bills, vouchers, documents and other materials related to the adjustment fund, and inquiring about bank information related to the adjustment fund;
(two) check the property related to the adjustment fund, and order the parties to stop the relevant business when necessary;
(three) in the case that the evidence may be lost or difficult to obtain in the future, it may be registered and preserved in advance according to law. Thirteenth of the overdue payment of the adjustment fund, the collection department from the date of overdue daily surcharge of 5 per thousand; For listed commodities or charges, the price department shall not handle the adjustment and pricing procedures. Those who refuse to pay may apply to the people's court for compulsory execution.
Those who conceal underpayment of the adjustment fund shall be fined less than three times the amount underpaid by the price department.
