A minivan cannot apply to be converted into a van. According to Article 15 of the Regulations on Motor Vehicle Registration, if there is any of the following circumstances, the registration of change shall not be handled: (1) If the brand, model and engine model of motor vehicle are changed, except the engine selected with the permission of the competent department of motor vehicle products in the State Council; (2) Changing the registered motor vehicle shape and relevant technical data, except as otherwise provided by laws, regulations and national mandatory standards; (3) The circumstances specified in Items (1), (7), (8) and (9) of Article 9 of these Provisions.
