He put forward many useful suggestions to the State Council and other departments, including 1993 suggestions and plans to strengthen macro-control and rectify the financial order, especially to rectify and standardize the futures market. According to the report of China Journal, the only official English newspaper in China, on April 10- 16, his proposal helped China avoid at least two financial crises. In the mid-1990s, it took the lead in introducing the international financial license and qualification certification system including S3, S7, CFA and CFP into China.
