Talent Foundation: China Foundation for International Talent Exchange (hereinafter referred to as the new foundation) is a self-supporting institution directly under the Ministry of Science and Technology, which was formed by the integration of the former China Foundation for International Talent Exchange and the former training center of the State Administration of Foreign Experts Affairs in April 20 19.
Main responsibilities:
1. Establish, raise, manage and use international talent exchange funds donated at home and abroad and supported by the government, use compliance financial tools to ensure the preservation and appreciation of funds, carry out investment and financing of intellectual introduction projects, and guide the construction of local international talent exchange funds.
2. Introduce and popularize foreign advanced, applicable and mature knowledge systems, carry out international personnel training and professional qualification certification, and promote the establishment of knowledge systems and professional qualification standards that are in line with international standards and China's national conditions.
3. Carry out international talent training and international construction of scientific and technological talents, establish international talent training bases, fund and support scientific and technological innovation and development of high-tech industries, and be responsible for international talent training and base construction of national software and integrated circuits.
4. Organize and fund international talent exchange activities at home and abroad, invite experts from outside the country (territory) to China (mainland) to carry out talent exchange work, undertake and fund domestic managers and professional and technical personnel to go abroad for internships, training, study and participation in professional conferences, and help popularize the achievements of introducing talents.
5. Promote the construction of an international talent level evaluation platform, provide evaluation, consultation, introduction, recommendation and training services, and carry out relevant professional level examinations.
6 around the country's major strategic needs, establish cooperative relations with relevant institutions and organizations at home and abroad, carry out exchanges and cooperation, and develop domestic and foreign scientific and technological professional talent resources.
7. To undertake other tasks assigned by the party group and leaders of the Ministry and entrusted by relevant departments.

(This department is mainly responsible for the organization and training of foreign-related talent certification activities, not just the certification under PMI. )
