In order to co-ordinate the planning and management of professional and technical personnel's vocational qualification examination and facilitate the majority of professional and technical personnel to take the vocational qualification examination, with the consent of relevant departments and units, the professional and technical personnel's vocational qualification examination plan for 2023 and related matters are hereby notified as follows:

First, please do a good job in organizing and implementing the examination in accordance with the Work Plan for Professional Qualification Examination for Professional and Technical Personnel in 2023. If it is necessary to change the examination date under special circumstances, it will be notified separately in advance. The qualification examination places of employees in the securities and futures fund industry are different, and the specific arrangements shall be subject to the examination announcement of relevant industry associations.

Two, the national vocational qualification examination unified outline, unified proposition, unified organization, and guide qualified professional and technical personnel to register through formal channels, do not believe in false propaganda. Actively implement the system of informing and promising the examination registration certificate, and increase the punishment for false promises and violations.

The state has not designated any training institution to carry out vocational qualification examination training, and those who illegally issue "false certificates", cheat or organize cheating in the name of "guaranteeing the bottom" and "giving lectures by proposition experts" shall be investigated for responsibility according to law.

Three, in accordance with the requirements of the CPC Central Committee and the State Council, do a good job in the prevention and control of epidemic situation in the new stage and the examination organization, maximize the realization of the examination as scheduled, be foolproof, and earnestly safeguard the rights and interests of the majority of candidates. All localities should further improve the examination plan and set up examination rooms reasonably, and the specific plan should be formulated by the territory in combination with the actual situation.

Four, local human resources and social security departments and related industry departments should actively cooperate with each other, earnestly implement the relevant rules and regulations of the examination, do a good job in the examination, strengthen the safety management of the examination, and ensure the smooth implementation of the examination.

Application conditions:

A first-class cost engineer who meets one of the following conditions can apply for the first-class cost engineer professional qualification examination: he has obtained a college degree in engineering cost (or higher vocational education) and has been engaged in engineering cost business for 5 years; College degree or higher vocational education in civil engineering, water conservancy, equipment manufacturing, transportation, electronic information, finance and trade, etc., and engaged in engineering cost business for 6 years.

Obtain a bachelor's degree or degree in engineering management or engineering cost, pass the professional evaluation (certification) of engineering education, and have been engaged in engineering cost business for 4 years; Bachelor degree or degree in engineering, management or economics, and engaged in engineering cost business for 5 years.
