2. Regarding freight qualification certificates:

1. The state implements a qualification examination system for commercial road passenger and freight transport drivers and road dangerous goods transport practitioners.

For commercial road passenger and freight transport drivers and road dangerous goods transport practitioners must obtain corresponding professional qualifications before they can engage in corresponding road transport activities.

2. Commercial road cargo transport drivers must meet the following conditions:

(2) Age No more than 60 years old;

(3) Master the basic knowledge of relevant road cargo transportation regulations, motor vehicle maintenance and cargo loading and storage;

3. Persons who apply to take the commercial road passenger and freight transport driver qualification examination shall apply to the municipal road transport management agency in their place of residence or temporary residence and fill in the "Commercial Road Transport Driver Qualification Examination". 4. The transportation authorities and road transportation management agencies should arrange examinations for applicants who meet the application conditions.

The transportation authorities and road transportation management agencies should announce the test results within 10 days after the test ends.

For those who pass the examination, the corresponding road transportation practitioner qualification certificate shall be issued within 10 days from the date of announcement of the examination results.

5. Anyone who commits any of the following acts will be ordered to make corrections by the road transportation management agency at or above the county level and fined not less than 200 yuan but not more than 2,000 yuan; if a crime is constituted, criminal liability will be pursued in accordance with the law:

(1) Driving a road passenger and freight transport vehicle without obtaining the corresponding professional qualification certificate;

(2) Driving a road passenger and freight transport vehicle using an invalid, forged or altered professional qualification certificate

(3) Driving a road passenger and cargo transport vehicle beyond the scope of the qualification certificate.

Legal Basis

Article 24 of the "Road Transport Regulations" Anyone who applies to engage in freight operations shall go through the relevant registration formalities with the industrial and commercial administration authorities in accordance with the law, and then submit an application in accordance with the following provisions And submit relevant materials that meet the conditions specified in Articles 21 and 23 of these Regulations:

If permission is granted, a road transportation operating license shall be issued to the applicant, and a vehicle operation certificate shall be issued to the vehicle used by the applicant for transportation; if permission is not granted, the applicant shall be notified in writing and the reasons shall be explained.

Those who use ordinary freight vehicles with a total mass of 4,500 kilograms or less to engage in ordinary freight operations do not need to apply for a road transport operation license and vehicle operation certificate in accordance with the provisions of this article.
