1. The freight qualification certificate is a certificate issued by the transportation department after passing the knowledge and skills examination related to road transportation. It is also a qualification that allows you to get paid through activities such as professional driving. A small truck that requires a freight qualification certificate and applies to engage in freight operations must go through the relevant registration procedures with the industrial and commercial administration authorities in accordance with the law, apply in accordance with relevant regulations and submit relevant materials respectively. The road transport management agency that receives the application shall accept the application on its own The review will be completed within 20 days from the date of application and a decision will be made on whether to grant permission or not.

2. Regarding freight qualification certificates:

1. The state implements a qualification examination system for commercial road passenger and freight transport drivers and road dangerous goods transport practitioners.

For commercial road passenger and freight transport drivers and road dangerous goods transport practitioners must obtain corresponding professional qualifications before they can engage in corresponding road transport activities.

2. Commercial road cargo transport drivers must meet the following conditions:

(1) Obtain the corresponding motor vehicle driving license;

(2) Age No more than 60 years old;

(3) Master the basic knowledge of relevant road cargo transportation regulations, motor vehicle maintenance and cargo loading and storage;

(4) Pass the examination and obtain the corresponding professional qualifications Qualification documents.

3. Persons who apply to take the commercial road passenger and freight transport driver qualification examination shall apply to the municipal road transport management agency in their place of residence or temporary residence and fill in the "Commercial Road Transport Driver Qualification Examination". Road Passenger and Freight Transport Driver Qualification Examination Application Form" and provide the following materials:

(1) Identity certificate and copy;

(2) Motor vehicle driving license and copy

(3) Those who apply to take the Road Passenger Transport Driver Qualification Examination must also provide a certificate issued by the road traffic safety authority that has no record of major traffic liability accidents within 3 years.

4. The transportation authorities and road transportation management agencies should arrange examinations for applicants who meet the application conditions.

The transportation authorities and road transportation management agencies should announce the test results within 10 days after the test ends.

For those who pass the examination, the corresponding road transportation practitioner qualification certificate shall be issued within 10 days from the date of announcement of the examination results.

5. Anyone who commits any of the following acts will be ordered to make corrections by the road transportation management agency at or above the county level and fined not less than 200 yuan but not more than 2,000 yuan; if a crime is constituted, criminal liability will be pursued in accordance with the law:

(1) Driving a road passenger and freight transport vehicle without obtaining the corresponding professional qualification certificate;

(2) Driving a road passenger and freight transport vehicle using an invalid, forged or altered professional qualification certificate

(3) Driving a road passenger and cargo transport vehicle beyond the scope of the qualification certificate.

Legal Basis

Article 24 of the "Road Transport Regulations" Anyone who applies to engage in freight operations shall go through the relevant registration formalities with the industrial and commercial administration authorities in accordance with the law, and then submit an application in accordance with the following provisions And submit relevant materials that meet the conditions specified in Articles 21 and 23 of these Regulations:

(1) Those engaged in freight operations other than dangerous goods transportation operations shall report to the county-level road transportation management The agency shall submit an application;

(2) Those engaged in dangerous goods transportation operations shall submit an application to the districted municipal road transport management agency.

The road transport management agency that receives the application in accordance with the provisions of the preceding paragraph shall complete the review within 20 days from the date of accepting the application and make a decision on whether to grant permission or not. If permission is granted, a road transportation operating license shall be issued to the applicant, and a vehicle operation certificate shall be issued to the vehicle used by the applicant for transportation; if permission is not granted, the applicant shall be notified in writing and the reasons shall be explained.

Those who use ordinary freight vehicles with a total mass of 4,500 kilograms or less to engage in ordinary freight operations do not need to apply for a road transport operation license and vehicle operation certificate in accordance with the provisions of this article.
