Chapter I General Provisions Article 1 In order to effectively strengthen the management of storage facilities of national grain and oil warehouses, these Measures are formulated in accordance with the relevant provisions of the Measures for the Administration of National Grain and Oil Stores. Article 2 These Measures shall apply to the national grain and oil warehouses of the grain system (including grain management offices, stations, national grain and oil processing plants, feed mills, etc.). ). Other departments of grain and oil storage facilities management, can refer to these measures. Article 3 Grain and oil storage facilities are one of the most basic and important infrastructures to complete the task of national grain and oil management. The construction, management and use of storage facilities is the responsibility of grain departments and grain and oil warehouses at all levels, and it is also one of the basic tasks of grain and oil storage enterprise management. Article 4 The term "grain and oil storage facilities" as mentioned in these Measures includes land, freight yard, threshing floor, various warehouses, oil tanks (pools), sheds and other grain and oil storage facilities, special railway lines, special docks, special roads inside and outside the reservoir area, fences, slope protection, power supply, heat supply, water supply and drainage, equipment warehouses, drug warehouses, fire-fighting facilities, computer management systems, and inspection of drying, maintenance and cleaning workshops. These facilities are state-owned assets.

The management of granary machinery, in addition to the implementation of the "national grain and oil storage machinery management measures", must also be managed in accordance with the relevant provisions of these measures. Article 5 The term "management of storage facilities" as mentioned in these Measures refers to the coordination, supervision, guidance, service and management of the construction, layout, use, maintenance, migration, modification, occupation, scrapping and dismantling of grain and oil warehouses at all levels in accordance with relevant national laws, regulations and policies. Article 6 During the transition from the grain depot management mechanism to the market economy, these Measures must also be implemented in the management of grain depot storage facilities. Report to the Ministry of Commerce in time. Article 7 Food administrative departments at all levels and grain and oil warehouses shall incorporate the management of storage equipment into the work plans of departments and units, set up specialized agencies or full-time personnel to carry out daily management work, regularly study major issues of storage management, and inspect and guide the management of storage equipment. Chapter II Construction of Storage Facilities Article 8 The layout of grain and oil storage outlets shall be conducive to the development of commodity economy and promote the development of grain production. The warehouse site selection must conform to the principles of sufficient grain sources, convenient transportation, reasonable grain flow direction, favorable flood control and fire prevention, favorable management and good economic benefits. The new and expanded grain and oil warehouses should be fully demonstrated economically and technically, and reported to the competent authorities for approval according to relevant regulations. Article 9 The scale of grain and oil warehouse shall be determined according to the economic region and the development trend of grain production and marketing, and under the guidance of the superior competent department, a medium-and long-term development plan shall be formulated, and the general plan of construction plan shall be prepared accordingly and submitted to the superior competent department for approval. The layout of the warehouse should be implemented in a planned and phased manner, and it is generally not allowed to be changed or changed at will. If it is really necessary to modify it, it shall also be reported for approval. Article 10 The construction of special railway lines, special docks, warehouses (including silos) with a storage capacity of more than 2.5 million kilograms, oil tanks with a daily processing capacity of more than 300,000 kilograms, drying workshops with a daily processing capacity of more than 654.38 million kilograms, and the purchase of special vehicles for railways, highways and waterways must be reported to the competent grain authorities of provinces, autonomous regions and municipalities directly under the Central Government for approval. The examination and approval authority for the construction and purchase of other storage facilities shall be determined by the competent grain departments of provinces, autonomous regions and municipalities directly under the Central Government. Eleventh in the construction of the reservoir area, regardless of new construction, expansion or reconstruction, regardless of the source of funds, all construction projects carried out in the reservoir area must conform to the unified planning and layout of the reservoir area. Chapter III Use and Maintenance of Storage Facilities Article 12 Grain and oil warehouses shall use storage facilities scientifically and reasonably, and try their best to improve the utilization rate on the premise of ensuring their integrity and safety. The utilization rate of warehouse capacity shall not be less than 90% of the designed capacity. Thirteenth all the storage facilities of the grain and oil warehouse shall establish archives respectively, and the contents of the archives shall at least include the following items:

(1) The project name, serial number and financial information of the fixed assets;

(three) the layout, design drawings and related materials of the reservoir area;

(six) the actual technical indicators, design technical indicators and operating conditions;

(seven) the relevant information of major, medium and minor repairs and technical transformation;

(8) Other relevant information.

The establishment, storage, utilization and storage period of the archives of storage facilities shall be implemented in accordance with the relevant provisions of the state archives management. Article 14 Grain and oil warehouses shall, under the organization and guidance of higher authorities, scientifically formulate the use quotas of various warehouses, oil tanks (pools) and drying workshops according to the designed production capacity and technical conditions, and strictly abide by them. No one is allowed to increase or decrease the quota at will, and destructive use is strictly prohibited to ensure the normal operation of the facilities. Fifteenth regularly organize relevant technical personnel and management personnel to check the use and safety of storage facilities, generally once every six months. Major facilities such as granaries should be repaired and maintained in time, and facilities with open metal structures should be regularly treated with anti-corrosion.
