The State Administration for Industry and Commerce's Measures for the Administration of Registration of Enterprise Movable Property Collateral stipulates as follows:

Article 1 These Measures are formulated in accordance with the relevant provisions of the Guarantee Law of People's Republic of China (PRC) for the purpose of strengthening the registration management of movable property collateral of enterprises, preventing repeated mortgage and ensuring the realization of mortgaged creditor's rights.

The administrative department for industry and commerce is the registration authority of movable property collateral of enterprises.

The registration of chattel collateral of an enterprise shall be handled by the Administration for Industry and Commerce where the collateral is located. Where an enterprise's chattel collateral is stored in the jurisdiction of two or more different registration authorities, it shall be registered by the city or county administration for industry and commerce where the main collateral is located, and the registration shall be copied to the mortgagor registration authority and the registration authority where other collateral is located.

Where the location of the enterprise chattel collateral is consistent with the location of the original registration authority of the mortgagor, it shall be registered by the mortgagor registration authority.

Therefore, as long as you register according to the jurisdiction of the above collateral, you can avoid repeated mortgage.
