According to the statistics of Manzhouli Customs, in the first quarter of 2007, Manzhouli Port imported pulp162,000 tons, with a value of US$ 654,380+0 billion, increasing by 9% and 44.2% respectively over the same period of last year. The average import price was 63 1.6 USD/ton, with an increase of 32.3%.

At present, the pulp trade is mainly imported by private enterprises, while the imports of foreign capital and collective enterprises have fallen sharply. In the first quarter of 2007, private enterprises imported pulp104,000 tons, an increase of 8.8%, accounting for 64.2% of the total pulp imports at Manzhouli Port. State-owned enterprises imported 52,000 tons, up by19.4%; Foreign-invested enterprises imported 5,000 tons, down 35%; Collective enterprises imported 2,000 tons, down 36.8%. Business departments are located in Heilongjiang, Inner Mongolia and Zhejiang. In the first quarter of 2007, Heilongjiang enterprises imported 58,000 tons of pulp from Manzhouli Port, an increase of 49.3%. Inner Mongolia enterprises imported 36,000 tons of pulp, down by 27.7%; Zhejiang enterprises imported 26,000 tons, an increase of 91%; The pulp imports of the above three provinces (regions) account for 74. 1% of the total pulp imports at Manzhouli Port. The average import price rises month by month. In the first quarter of 2007, the average import price of pulp at Manzhouli Port continued the upward trend in 2006, rising from 626.2 USD/ton in February 2006 to 638.7 USD/ton in March 2007.

Statistics show that in 2006, China's paper consumption reached 64 million tons. It is estimated that the consumption of paper will reach more than 70 million tons in 2007 and 654.38 billion tons in 2020. However, China is a country lacking in forest resources and papermaking raw materials. Domestic wood pulp is less than 10% of domestic demand every year, and most of the production raw materials need to rely on imported pulp and waste paper to make up for the gap between supply and demand. At present, China is the largest pulp importer in the world.

Recently, the international energy and wood prices have risen, the cost of pulping has increased, and the price of pulp in the international market has generally risen, which has driven the price of pulp produced in Russia to rise. In addition, Canada, one of the major pulp suppliers, greatly increased the export cost of pulp due to the sharp appreciation of Canadian dollar, and closed its own pulp production capacity of 6.5438+0.6 million tons, resulting in a decrease in pulp supply in the international market, and importers turned to Russia to import.

To this end, the customs suggests: (1) vigorously advocate saving paper, increase the recycling of domestic waste paper, and promote the recycling of resources; (2) Continue to implement the forest-paper integration system, and vigorously develop fast-growing forest papermaking and bamboo pulp papermaking on the basis of ensuring a clean environment; (3) Try to set up wood pulp futures varieties to cope with the large fluctuation of upstream product prices.
