Article 4 To fully implement the strategy of rural revitalization, we must adhere to the leadership of the Party, implement the new development concept of innovation, coordination, green and openness, take the road of rural revitalization in Socialism with Chinese characteristics, and promote rural prosperity and development, and follow the following principles:
(a) adhere to the priority development of agriculture and rural areas, the priority allocation of cadres, the priority allocation of factors, the priority protection of capital investment and the priority protection of public services;
(two) adhere to the dominant position of farmers, fully respect their wishes, protect their democratic rights and other legitimate rights and interests, mobilize their enthusiasm, initiative and creativity, and safeguard their fundamental interests;
(3) Adhere to the harmony between man and nature, make overall plans for the management of grass and sand systems in landscapes, forests, fields and lakes, promote green development and promote the construction of ecological civilization;
(4) Persist in reform and innovation, give full play to the decisive role of the market in resource allocation, give better play to the role of the government, promote structural reform and high-quality development of the supply side of agriculture, continuously liberate and develop rural social productive forces, and stimulate the vitality of rural development;
(five) adhere to local conditions, planning first, step by step, follow the law of village development, according to the village history and culture, development status, location conditions, resource endowment, industrial base classification implementation.
Article 5 The state consolidates and improves the two-tier management system based on household contract management and combining unified management with separate management, and develops and expands the rural collective ownership economy.
Article 6 The State shall establish and improve the institutional mechanism and policy system for the integrated development of urban and rural areas, promote the orderly flow of urban and rural elements, equal exchange and balanced allocation of public resources, adhere to the principle of supplementing agriculture with industry and bringing rural areas with cities, and promote the formation of a new type of relationship between workers and peasants with mutual promotion, complementary urban and rural areas, coordinated development and common prosperity.
