To register all units that apply to the Entry-Exit Inspection and Quarantine Bureau for issuing certificates of origin, they must first register with the Entry-Exit Inspection and Quarantine Bureau, and only after they are confirmed to meet the eligibility requirements can they apply to our bureau for issuing certificates of origin according to normal procedures. The registration procedure is as follows: 1. The applicant shall present the business license and approval certificate (approval certificate for the right to operate import and export; Approval certificate of sole proprietorship or joint venture; Processing approval certificate) to the entry-exit inspection and quarantine bureau to receive the certificate of origin registration form and other related forms, and fill in as required. 2. The Entry-Exit Inspection and Quarantine Bureau examines the forms and materials submitted by the applicant, and sends personnel to the production enterprise for registration investigation of the certificate of origin. The main contents of the investigation are the nature of the production and processing units and the ability to produce export commodities; Production and processing procedures of products; Sources of raw materials and parts used and their proportions in products; Packaging, trademarks and shipping marks of export products. The production unit shall cooperate with the investigators of the Entry-Exit Inspection and Quarantine Bureau, and be responsible for providing relevant materials needed for the investigation, which must be true and effective. After investigation, the Entry-Exit Inspection and Quarantine Bureau will make a conclusion on whether the applicant is registered. 3. Entry-Exit Inspection and Quarantine Bureau will establish enterprise registration files for registered enterprises. Each registered enterprise has a registration number, which should be filled in the application form when applying for computer identification certificate of origin. 2. Application for Certificate of Origin 1. Applicants for certificates of origin of all units (visa personnel) must be trained by inspection and quarantine institutions and pass the examination, and obtain the applicant's qualification certificate. All units can apply for a certificate of origin from the entry-exit inspection and quarantine bureau with the applicant's certificate, and in special circumstances, they can apply for a letter of introduction from the unit. 2. When applying for a certificate of origin, the applicant shall submit the following documents: (1) an application for a certificate of origin under the GSP or an application for a general certificate of origin, and affix the official seal of the applicant; (2) Make a complete set of GSP certificate of origin or general certificate of origin, and the certificate shall be signed and sealed. The signatory shall be the person who has obtained the qualification to apply for the certificate of origin; (3) A copy of the official export commercial invoice shall be stamped with the official seal and marked with the package, quantity and gross weight, or attached with the packing list; (4) For goods containing imported ingredients, a detailed list of the cost of the goods containing imported ingredients shall be provided; (5) After the certificate is issued, a bill of lading is required; (6) If necessary, other relevant documents such as contracts and letters of credit shall be provided. 3. The Entry-Exit Inspection and Quarantine Bureau shall issue the certificate of origin within one working day after accepting the application. Under special circumstances, urgent dispatch can be issued.
