Foreign cars can enter the urban area of Beijing, but they must first apply for a Beijing permit. Special vehicles such as military vehicles, armed police vehicles, police cars and ambulances that perform tasks do not need to apply for a Beijing permit.

According to Article 1 of the Notice on Traffic Management Measures for Some Passenger Cars issued by the Beijing Municipal Government, those who enter the roads within the Sixth Ring Road (excluding) and the roads in Tongzhou District (excluding the main roads) must apply for a Beijing Pass. Notice on Taking Traffic Management Measures for Some Passenger Cars Article 3 When a passenger car with the license plates (including temporary license plates) of the following provinces, autonomous regions and municipalities directly under the Central Government travels within the above range, it is not necessary to apply for a Beijing Pass:

(1) Inter-provincial long-distance buses and inter-provincial tourist buses that have received passenger passes from other cities;
