Under special circumstances, vehicles that really need to transport dangerous goods, such as airport aviation fuel, highway gas station fuel, etc., should contact the public security traffic police and traffic law enforcement departments in advance, avoid peak hours, and pass the expressway nearby for temporary supervision. At the same time, in addition to fresh agricultural products transport vehicles, temporary control and off-peak traffic measures are taken for freight vehicles with more than three axles.

Transport enterprises should, in accordance with the provisions of the Circular, rationally adjust transport plans and routes, ensure that relevant vehicles leave the expressway before the control time, and do a good job in driver safety training and supervision. Those who violate the provisions of the Circular shall be punished by the traffic administrative department of the public security organ and the highway traffic law enforcement department in accordance with the Law of the People's Republic of China on Road Traffic Safety, the Regulations for the Implementation of the Law of the People's Republic of China on Road Traffic Safety, the Regulations of Sichuan Province on Expressway and the Measures for the Administration of Road Transportation Safety of Dangerous Goods.
