Apply for an export license

Foreign trade companies must present the original contract (or copy); non-foreign trade units must present the approval document from the competent department (department or bureau level). (4) For re-exports of imported materials for processing, which are commodities that occupy export quotas, various import and export enterprises of national ministries and commissions should submit export quota documents approved by the Ministry of Foreign Trade and Economic Cooperation and documents for imported materials processing; Import and export enterprises should submit export quotas and imported materials processing documents approved by local foreign trade and economic authorities. For goods processed with imported materials and re-exported that do not occupy the quota, various import and export enterprises of national ministries and commissions should submit approval documents from the Ministry of Foreign Trade and Economic Cooperation and registration manuals for processing with imported materials. To re-export imported steel, pig iron, zinc, sugar and other commodities, various import and export enterprises across the country should submit approval documents from the Ministry of Foreign Trade and Economic Cooperation and the imported processing registration manual.

(5) Documents and materials that should be submitted for non-trade exports:

Shipping samples.

When a non-foreign trade unit exports samples, if the value of each batch of samples is higher than RMB 5,000 and not more than RMB 10,000, an official letter issued by the superior authority (above the department or bureau level) should be submitted.

All types of import and export enterprises that ship samples subject to license management and the value of each batch of samples exceeds RMB 5,000 shall apply for an export license in accordance with general trade management regulations.

Shipping exhibits.

Any items brought to overseas exhibitions sponsored by non-foreign trade units that need to be sold abroad or not brought back home after the exhibition must submit an exhibition approval document approved by the Ministry of Foreign Trade and Economic Cooperation.

Items brought for sale abroad by the head office directly under the ministry authorized by the Ministry of Foreign Trade and Economic Cooperation to host overseas exhibitions are goods under license management and must be submitted to the approval document for holding the exhibition approved by the Ministry of Foreign Trade and Economic Cooperation.

Export license application form content specifications

Any unit applying for an export license should fill in the export license application form according to the following specifications.

(1) Exporters:

For quota-managed export commodities, the full name of the import and export enterprise of the export quota index unit should be filled in;

General license-managed export commodities , the full names of various import and export enterprises with export operating rights should be filled in;

For loan repayment and compensation trade project exports, the full names of agency companies with export operating rights should be filled in;

(2) Consignor:

The consignor and exporter of quota bidding commodities (including paid and unpaid bidding) must be consistent;

Shipment of other export quota management commodities In principle, the person should be the same as the exporter, but the person who has an affiliation with the exporter may not be the same.

When it comes to loan repayment exports, compensation trade exports, and foreign-invested enterprises entrusting agents to export, the loan issuer and the exporter may not be consistent.

(3) Export license number: compiled by the licensing authority.

(4) Validity date of export license:

For commodities that implement the "one batch, one license" system, the license validity period is up to three years from the date of issuance of the certificate. moon. The license for supplying fresh and frozen goods to Hong Kong and Macao (excluding re-export) is valid for one month.

For commodities that do not implement the "one batch, one license" system, foreign-invested enterprises and export commodities under compensatory trade, the license validity period is up to six months from the date of issuance of the certificate.

If the validity period of the license needs to span multiple years, the license date can be filled in from the current year to the next year, up to the end of February at the latest.

(5) Trade methods:

The contents of this column include: general trade, barter trade, compensation trade, processing with imported materials, processing with supplied materials, export by foreign-invested enterprises, and border trade , discharging and processing, re-export trade, futures trade, contracting projects, return loan export, international exhibitions and sales, agreement trade, and other trade.

For imported processing and re-export, fill in this column for imported processing.

When a foreign-invested enterprise imports materials for processing and re-exports, fill in the trade method as export of foreign-invested enterprise.

If non-foreign trade units ship exhibition goods and samples with a value of more than 5,000 yuan per batch, fill in "International Exhibition" in this column.

When various types of import and export enterprises ship products for exhibition, fill in "International Exhibition" in this column, and fill in general trade when shipping samples.

(6) Contract number:

Refers to the code of the export contract used when applying for a license, customs declaration and settlement of foreign exchange.

For exports of crude oil, refined oil and non-trade items, the contract number does not need to be filled in.

When exhibits are shipped, this column should be filled with the document number approved by the Ministry of Foreign Trade and Economic Cooperation for hosting the exhibition.

(7) Customs declaration port:

Indicates the shipping port. This column allows three ports to be filled in, but customs declaration can only be made at one port.

(8) Import Country (region):

Refers to the final destination, that is, the contract destination. Regional names (such as Europe, etc.) are not allowed.

(9) Payment method:

The contents of this column include: letter of credit, collection, remittance, cashier's check, cash, accounting and free of charge, etc.

(10) Transportation method: You can fill in sea transportation, railway transportation, road transportation, air transportation, postal transportation, and fixed transportation.

(11) Product name and code: Fill in the standard name according to the export license management commodity catalog issued by the Ministry of Foreign Trade and Economic Cooperation.

(12) Specification level:

The specification level column is used to give a detailed description of the product, including specific varieties and specifications (such as: cement label, steel type, etc.) , grade (such as rabbit fur grade). When there are more than four specifications and models of the same coded product, a separate export license application form should be filled out. "Labor export materials" should also be filled in accordingly

The shipped goods must be consistent with the export variety, specification or grade described in this column.

(13) Unit: refers to the unit of measurement. For export commodities under non-trade items, this column uses "batch" as the unit of measurement, and the specific unit is stated in the remarks column.

(14) Quantity, unit price and total value:

The quantity indicates the number of export commodities allowed by the license. This value is allowed to retain one decimal place. Any excess digits will be rounded off. If the unit of measurement is "batch", this column is always 1

The unit price refers to the unit price consistent with the unit of measurement. If the unit of measurement is "batch", this column is the total amount.

(15) Remarks: Fill in the matters not covered in the above columns

Handling of changes, extensions and losses of export licenses

(1)

After obtaining the license, various import and export enterprises need to change or extend the export license for any reason, they should handle it in accordance with the following regulations.

According to regulations, once an export license is issued, no licensing authority shall change any content on the certificate; if a certain item needs to be changed, the export unit shall fill in the export license application form and provide the export contract and submit the original The export license shall be renewed by the issuing authority.

If the export license is not used or used up within the validity period, the export unit can apply for an extension and return the original export license to the original issuing authority. The original issuing authority shall renew unused licenses in accordance with regulations. The validity period of the export license can be extended to the end of February of the following year at the latest.

(2) If the applicant unit loses the export license, it should promptly report the loss to the issuing authority and the customs at the customs declaration port of the license. When re-applying for an export license, the certificate of non-customs declaration and loss report should be provided to the licensing authority, which shall handle it in accordance with regulations.

Legal Responsibilities of the Applicant Unit
