For example, Shandong local refineries such as Tokyo Bo Petrochemical Co., Ltd. and Shandong Huifeng Petrochemical Group Co., Ltd. were greatly reduced in 20 16 due to unsatisfactory quota usage. For example, the first batch of import quota of Rudong Jingbo Petrochemical Company was reduced to 780,000 tons in 20 17, but the refining capacity was 3.5 million tons/year. In the list of the first batch of import quotas in 20 18, the quotas of the above-mentioned enterprises all increased substantially, which made up for the "obvious shortage" in 20 17. Shandong Jingbo Petrochemical Co., Ltd. obtained the quota of 2.98 million tons this time.

According to customs data, China's total crude oil import was 334 million tons in 20 15, increased to 381000000 tons in 20 16, and was 3180000 tons in the first three quarters of 20 17. It is estimated that in 20 18, the total crude oil imported by local refineries will account for a quarter of the total crude oil imported by China.
