A national central city must have five characteristics: first, the state organizes economic activities and allocates resources; Second, the national comprehensive transportation and information network hub; Third, the National Science, Education and Cultural Innovation Center; Fourth, it has international influence and competitiveness; Fifth, the "spire city" with the strongest comprehensive strength of the national urban system.
National central cities must have five functions: comprehensive service function, industrial agglomeration function, logistics hub function, open highland function and humanistic cohesion function.
