In China, except for some mature and standardized markets such as futures brokerage market, securities brokerage market and insurance brokerage market, most other brokerage markets have no unified regulations. The way of charging brokers varies from place to place. Some are divided by total turnover, some are charged by piece, some are charged by pen regardless of quantity, and there is even a long-term nominal monthly fee. Most of these methods are agreed, random and unscientific, so it is difficult to reasonably measure the contribution, labor and efficiency of brokers to society. At present, the brokerage law has not been promulgated, and effective laws and regulations should be adopted to regulate it.

First, according to the unified classification of different brokerage industries, formulate standardized commission charging standards and floating range.

Second, improve the financial system. Allow enterprises to include the commission paid to brokers together with advertising expenses in the cost, and set up special secondary subjects in the accounts to legalize the commission expenses; On the other hand, the commission charged by brokers should be regarded as their normal business income. Establishing unified registration or filing, handling corresponding procedures and issuing invoices can not only protect the legitimate income of brokers according to law, but also determine the tax amount of brokers.

Third, take the transaction amount as the calculation scale of broker fees, and stipulate the corresponding commission ratio and its floating range. Different materials or services can be appropriately divided into several categories, different commission extraction rates can be implemented, and the commission methods and standards can be standardized.

Since there are no special regulations in the country, all provinces also have provincial standards. On the one hand, brokers can refer to international and domestic practices or negotiate to determine the commission payment method, on the other hand, they can refer to the commission standards formulated in the relevant brokerage management documents promulgated by local government agencies.
