The Decision of Chongqing Municipal People's Government on Stopping the Implementation or Abolishing a Number of Local Regulations, which was adopted at the 67th executive meeting of the Municipal People's Government on August 4, 2000, is hereby promulgated, please follow it.

Or a decision to abolish a number of local regulations.

In order to effectively standardize and improve government administration, create an excellent government environment, and promote the implementation of the strategy of developing the western region, the municipal government organized a comprehensive clean-up of local policy documents and government regulations (hereinafter referred to as policies and regulations) formulated after Chongqing was directly under the central government according to the overall deployment of comprehensive improvement actions for the development environment. After being directly under the central government, * * * issued 26 1 policy documents and 95 government regulations. The guiding ideology stipulated by the Municipal People's Government has the color of planned economy and the tendency of local protection, and its main content does not meet the requirements of deepening system reform and expanding opening up. It does not meet the requirements of the municipal government document "1+6" on standardizing government affairs management and improving investment environment, and has been replaced by new laws, regulations, rules and policies, 96 policy documents (see table 1 for the catalogue) and 8 government regulations (see table 2 for the catalogue) that are not suitable for the situation of western development. From September 1 day, 2000, it will be completely stopped or abolished within the administrative area of Chongqing (individual policy provisions in the above policy documents and government regulations can continue to be applied when dealing with historical issues, and the time for the abolition of the Administrative Measures for the Registration of Public Institutions in Chongqing is set at March 3 1 day, 2006); Keep the remaining 136 policy documents and 74 government regulations, and the above situation does not exist; Revised and issued 29 policy documents and 3 government regulations/kloc-0.

In addition to ceasing to apply or abolish the above-mentioned policies and regulations, all districts and counties (autonomous counties and cities) and municipal government departments should stop applying, abolishing or modifying the policy documents formulated by their own regions and departments that are not suitable for the requirements of the large-scale development of the western region on the basis of comprehensively cleaning up all kinds of policy documents issued after the local regions and departments are directly under the central government in accordance with the overall deployment of comprehensive environmental improvement actions of the municipal party committee and municipal government and the guiding standards issued by Yu Fu Fa [2000] No.25.
