In order to strengthen the management and supervision of leading cadres and promote leading cadres to be honest in politics, these Provisions are formulated in accordance with the Articles of Association, relevant provisions of the Party and relevant national laws and regulations.

The leading cadres mentioned in these Provisions include:

(1) Cadres at or above the county level in Party organs, people's congresses, administrative organs, organs of the Chinese People's Political Consultative Conference, judicial organs, procuratorial organs and organs of democratic parties (including deputies to people's congresses at the county level, the same below);

(2) People's organizations and institutions equivalent to cadres at or above the county level;

(3) Middle-level and above members of large and super-large wholly state-owned enterprises and state-controlled enterprises (including wholly state-owned financial enterprises and state-controlled financial enterprises), and members of the leading bodies of medium-sized wholly state-owned financial enterprises and state-controlled financial enterprises (including wholly state-owned financial enterprises and state-controlled financial enterprises).

These Provisions apply to cadres who do not hold leadership positions above deputy researcher and cadres who have retired from their current posts but have not gone through the formalities of retirement (separation).

Leading cadres shall report the following marital changes, spouse and children moving out, employment and other matters:

(1) Changes in my marriage;

(2) I hold a certificate of going abroad (territory) for personal reasons;

(3) I have gone abroad for personal reasons;

(five) the marriage of children with residents of Hong Kong, Macao and Taiwan provinces;

Article 5

Leading cadres shall report the matters listed in Articles 3 and 4 of these Provisions before June 65438+1October 3 1 every year.

Article 6

Where the matters listed in Article 3 of the present Provisions occur to leading cadres, they shall fill in the Report Form of Personal Relevant Matters of Leading Cadres within 30 days after the event, and report in accordance with the provisions. If it cannot be reported on time due to special reasons, it shall be reported in time after the special reasons are eliminated, and the reasons shall be explained.

Article 7

The new leading cadres shall, within 30 days after meeting the reporting conditions, report personal matters in accordance with these Provisions.

Leading cadres who resign from public office shall report personal matters at the same time when applying for resignation.

Article 8

Leading cadres to report personal matters, in accordance with the cadre management authority by the corresponding organization (personnel) department is responsible for accepting:

(a) the central management of leading cadres to report to the Organization Department of the CPC Central Committee, the report materials by the leading cadres of the main person in charge of the unit for examination and approval, transferred to the party committee (party) organization (personnel) department.

(two) the leading cadres who belong to the management of this unit report to the organization (personnel) department of this unit; Leading cadres who do not belong to the management of this unit shall report to the organization (personnel) department of the Party Committee (Party Group) at the next higher level, and the report materials shall be submitted to the organization (personnel) department of the Party Committee (Party Group) where the leading cadres are located after being examined and signed by the main person in charge of the unit.

If the accepting institution changes due to the change of leading cadres' positions, the original accepting institution shall timely transfer the reporting materials of the leading cadres to the new accepting institution in accordance with the cadre management authority.

Article 9

In the process of implementing these provisions, if leading cadres think it necessary to ask for instructions, they may ask for instructions from the organization (personnel) department that accepts the report.

The request for instructions is a specific problem in the implementation, and the organization (personnel) department that accepts the report should seriously study and reply to the informant in time; The organization (personnel) department that accepts the report shall ask for instructions from the Central Commission for Discipline Inspection, the Central Organization Department and the Ministry of Supervision in accordance with the provisions, and reply to the informant according to the opinions of the Central Commission for Discipline Inspection, the Central Organization Department and the Ministry of Supervision. The spokesman shall act in accordance with the organization's reply.

Article 10

If the spokesman fails to report on time, the relevant organization (personnel) department shall urge him to report.

Article 11

Organization (personnel) departments and discipline inspection and supervision organs (institutions) may, according to the needs of work, summarize and synthesize the reports and carry out special treatment on the existing universal problems.

Article 12

Organization (personnel) departments in the supervision of cadres and the selection and appointment of cadres, in accordance with the cadre management authority, with the approval of the main person in charge of the organ and the unit, can consult the relevant materials of leading cadres to report personal matters.

Discipline inspection and supervision organs (institutions) in performing their duties, in accordance with the cadre management authority, with the approval of the main person in charge of this organ, can consult the information about personal matters reported by leading cadres.

When investigating and handling cases of duty crimes, procuratorial organs may, with the approval of the principal responsible person of their own organs, consult the materials on personal matters reported by leading cadres involved.

Article 13

Discipline inspection and supervision organs (institutions) and organization (personnel) departments receive relevant reports, or the masses have highlighted issues related to personal affairs of leading cadres in the work of cadre assessment and inspection. According to the cadre management authority, with the approval of the principal responsible person of discipline inspection and supervision organs (institutions) and organization (personnel) departments, the materials related to personal affairs reported by leading cadres can be investigated and verified.

Article fourteenth the organization (personnel) department that accepts the report shall designate a special person to properly keep the report materials of the informant.

Fifteenth discipline inspection and supervision organs (institutions) and organizations (personnel) departments should strengthen the supervision and inspection of the implementation of these provisions.

Sixteenth leading cadres should truthfully report personal matters in accordance with these provisions and consciously accept supervision.

Article 17

Leading cadres under any of the following circumstances, according to the seriousness of the case, give criticism and education, make corrections within a time limit, order inspection, admonish conversation, informed criticism or adjust their posts, dismissal and other treatments; If it constitutes a violation of discipline, disciplinary action shall be taken in accordance with the relevant provisions:

(1) Failing to report on time without justifiable reasons;

(2) Failing to report truthfully;

(3) Concealing or not reporting;

(4) Failing to reply according to the organization.

Failing to report personal matters in accordance with the regulations, and at the same time, the matter constitutes a violation of discipline, and it shall be consolidated in accordance with relevant regulations.

Article 18

The term "outside the country" as mentioned in Item (6) of Article 3 of these Provisions refers to that the spouses and children of leading cadres have obtained foreign nationality, or obtained permanent residency or long-term residence permit outside the country (territory).

The children who live together as mentioned in Article 4 of these Provisions refer to the minor children of leading cadres and the adult children who are raised by them and cannot live independently.

The term "real estate" as mentioned in Item (3) of Article 4 of these Provisions refers to the house where the leading cadres themselves and their spouses and children living together are the owners or co-owners.

Article 19 The Central Commission for Discipline Inspection, the Organization Department of the Central Committee and the Ministry of Supervision may formulate detailed rules for implementation according to the actual work.

Twentieth the Central Military Commission (CMC) can be based on the regulations, combined with the actual situation of the China People's Liberation Army and the Chinese People's Armed Police Force, formulate relevant regulations.

Article 21 If the Party committees and governments of provinces, autonomous regions and municipalities directly under the Central Government need to expand the scope of reporting subjects or refine the implementation procedures, they may formulate specific implementation measures in accordance with these Provisions and in light of their respective work practices, and report them to the Commission for Discipline Inspection of the CPC Central Committee, the Organization Department of the CPC Central Committee and the Ministry of Supervision for the record.

Article 22 The Commission for Discipline Inspection of the CPC Central Committee, the Organization Department of the CPC Central Committee and the Ministry of Supervision shall be responsible for the interpretation of these Provisions.

Article 23 These Provisions shall come into force as of the date of promulgation. 1995 issued the "regulations on income declaration of leading cadres at or above the county (department) level of party and government organs" and the "regulations on personal related matters of leading cadres in party member" issued in 2006 shall be abolished at the same time.
