The incoming inspection of iron ore adopts the method of flowing sampling of iron ore (that is, sampling at the time of incoming). The warehouse or consignor shall sign an entrusted inspection agreement with the designated quality inspection institution, specifying the mode of delivery, quantity, time, notification method, inspection batch, inspection operation expenses including night, and the way to bear the responsibility for losses caused to the consignor due to the failure of the designated quality inspection institution to arrive in time. (2) incoming quality inspection. Iron ore is sampled by a third-party quality inspection agency designated by the exchange during the warehousing process, and the quality inspection agency tests the indicators such as iron, sulfur, phosphorus, silicon, aluminum, moisture and particle size of the sampled samples, and timely feeds back the quality inspection results to the delivery warehouse. (3) outbound quality inspection. When the iron ore leaves the warehouse, the designated delivery warehouse shall issue to the owner the moisture measurement results inspected by the designated delivery warehouse, which shall be converted into dry basis weight and delivered in full. The designated delivery warehouse can increase the discount with the customer's settlement quality according to the quality inspection report when the warehouse receipt is registered, or it can take samples and keep samples through consultation between both parties. If both parties have no objection to the quality within 15 days after the warehouse receipt registration, the discount will be increased with the customer's settlement quality according to the quality inspection report at the time of warehouse receipt registration; If one or both parties disagree with the quality, the inspection result of the sample will be used as the basis for settling the quality premium with the customer.
2. Delivery quality inspection process of bill of lading. Similar to the delivery process of warehouse receipts, mobile sampling is also used for the delivery quality inspection of bills of lading. In the process of unloading or stacking, a third-party quality inspection agency conducts sampling inspection, and then the quality inspection agency feeds back the quality inspection results to the owner in time.
However, there are three main differences in the quality inspection process between the delivery of the bill of lading and the delivery of the warehouse receipt: First, in the delivery of the bill of lading, both the buyer and the seller can take the inspection results recognized by both parties as the basis for determining the quality of the delivered goods. If the inspection results issued by quality inspection institutions other than those designated by the Exchange are taken as the basis for quality determination, the buyer and the seller shall not dispute the quality and quantity of the delivered goods. Second, there is no need to check. After the delivery quality inspection of the bill of lading is completed, the goods delivered by different consignors need to be stacked separately. If there is no objection to the quality, the buyer can pick up the goods directly in the future without repeated inspection. Thirdly, the seller raised a quality objection before confirming the delivery documents. If the seller has any objection to the quality of the goods, both parties can settle it through consultation. If negotiation fails, an objection shall be raised the day after the buyer submits the quality inspection results to the exchange. The exchange will designate an inspection agency to inspect the previous samples, and all expenses (inspection fees and travel expenses, etc. The expenses arising therefrom will be paid by the seller in advance, and finally the faulty party will bear the inspection expenses and compensate the other party for its losses.
3, factory warehouse receipt delivery quality inspection process. Similar to the existing varieties of coking coal and coke, the warehouse receipt of iron ore factory warehouse is sampled by the factory warehouse under the supervision of the owner and sealed after confirmation by both parties. The warehouse delivers the goods first, and the samples are kept until the15th natural day after the cancellation of the warehouse receipt, which is the basis for handling quality disputes.
Iron ore warehouse should ensure the quality of warehouse receipts. In order to reduce the cost of inspection, the warehouse receipt of iron ore warehouse does not need to be inspected when leaving the warehouse, but a sample is kept for future reference.
