Civil servants' medical insurance fees cannot be reimbursed for the second time.

Medicaid personnel scope:

(1) Staff and retirees of state administrative organs directly under the municipal government who meet the requirements of the Provisional Regulations on State Civil Servants and the Implementation Plan for State Civil Servants;

(2) staff and retirees who are approved by the people's governments at or above the municipal level and are included in institutions managed in accordance with the national civil service system;

(3) the staff and retirees of the Party and the masses, the National People's Congress, the organs of the Chinese People's Political Consultative Conference, the democratic parties, the organs of the Federation of Industry and Commerce, and other units and organs listed in the management of the national civil service with the approval of the Municipal Party Committee;

(4) Staff of municipal judicial organs and procuratorial organs and retirees.

scope of Medicaid funds:

(1) 2% is used for personal account subsidies;

(2) when 5% is used for outpatient treatment in designated medical institutions or medicine purchase in designated retail pharmacies, the medical expenses paid by individuals exceed a certain amount of subsidies;

(3) 3% is used for emergency rescue in hospitalization and outpatient service, and the medical expenses paid by individuals who treat some serious diseases in outpatient service are subsidized.

The medical expenses for hospitalization, outpatient emergency rescue and outpatient treatment of some serious diseases are calculated by sections according to the following proportions, and the cumulative subsidies are given:

(1) For the part less than 3, yuan (including 3, yuan) that is borne by individuals, the subsidies are 6% for staff and 65% for retirees;

(2) 8% for staff and 85% for retirees for the part of 3, yuan to 1, yuan (including 1, yuan) borne by individuals;

(3) 85% for staff and 9% for retirees for the part paid by individuals from 1, yuan to 2, yuan (including 2, yuan);

(4) 9% for staff and 95% for retirees for the part of 2, yuan or more borne by individuals.
