Notice of the State Science and Technology Commission, the Ministry of Finance and the Press and Publication Administration on Printing and Distributing the Measures for the Administration of National Scientific and Technological Academic Works Publishing Fund
Chapter I General Provisions Article 1 In order to support the publication of outstanding scientific and technological academic works, prosper and promote the development of scientific and technological publishing, the National Scientific and Technological Academic Works Publishing Fund (hereinafter referred to as the Academic Works Publishing Fund) is established, and these Measures are formulated. Article 2 The academic works publishing fund is open to the whole country and is used exclusively to finance the publication of outstanding and important academic works in the fields of natural science and technical science. Article 3 The publication of scientific and technological academic works shall implement the Party's publishing principles and policies and adhere to the direction of serving the people and socialism. Strive to speed up scientific and technological progress, promote economic development and improve people's quality. Article 4 The use of funds for the publication of academic works shall be guided by the national science and technology development policy, combined with the national scientific research and personnel training plan, and the methods of free application, fair competition, expert evaluation and merit-based support shall be implemented. Article 5 The academic works publishing fund shall be managed by the National Science and Technology Academic Works Publishing Fund Committee. Accept the guidance of the State Science and Technology Commission in science and technology. Accept the guidance of the Press and Publication Administration in publishing business. Fund management is centralized by the State Science and Technology Commission and subject to the guidance and supervision of the state finance and auditing departments. Chapter II Organizational Structure and Responsibilities Article 6 The National Science and Technology Academic Works Publishing Fund Committee (hereinafter referred to as the Publishing Fund Committee) consists of management experts, science and technology experts and science and technology publishing experts from the State Science and Technology Commission, the Ministry of Finance, the Press and Publication Administration, the Science and Technology Commission for National Defense, the China Association for Science and Technology, the China Academy of Sciences, the China Academy of Engineering and the National Natural Science Foundation Committee. The publishing fund shall have one director, one executive deputy director, and several deputy directors and members. The functions and main tasks of the Publishing Fund Committee are to organize the formulation of the publishing work plan funded by the Science and Technology Academic Works Fund, issue the annual funded project guide, examine and approve the annual funded project plan and work summary, and approve the annual funded project plan and the budget and final accounts of the publishing fund. Article 7 Members of the Publishing Fund Committee shall be appointed. China Academy of Sciences, China Academy of Engineering, National Natural Science Foundation of China and other units put forward a list of recommended members, which will be appointed by the State Science and Technology Commission and the Press and Publication Administration in consultation with relevant departments. The term of office of members is three years, and at least half of the members continue to be re-elected at each change, but the members may not be re-elected for more than three times. Article 8 The Publishing Fund Committee entrusts an authoritative appraisal institution (temporarily under the responsibility of the National Natural Science Foundation of China) to be responsible for the appraisal of projects funded by the Academic Works Publishing Fund. Article 9 The Publishing Fund Committee shall set up an office (temporarily entrusted by the State Science and Technology Commission to the relevant institutions for management) to be responsible for the daily management of the fund. The main tasks are to organize project application and review, supervise and inspect the implementation of funded projects, draft annual work plans and work summaries, audit budget and final accounts, and manage the publishing results of scientific and technological academic works. Article 10 The Finance Department of the Publishing Fund (temporarily entrusted by the State Science and Technology Commission) is responsible for the budget, final accounts, revenue and expenditure and other financial management of the Publishing Fund. Chapter III Sources and Use of Funds Article 11 The main sources of funds for the publication of academic works are:
1. State special financial subsidies.
2. Sponsorship or donation by government departments, units, social organizations and individuals at all levels.
3. Deposit interest and various incomes.
4. Profit paid after the publication of the funded monograph.
5. Other income. Article 12 The academic works publishing fund shall be fully deposited in the designated national bank, and the total annual subsidy and review management fee shall be limited to the interest of the fund in the current year. Thirteenth publishing fund grants are used to make up for the shortage of direct expenses incurred in the publishing process of funded academic works. Article 14 The maximum amount of funding for projects funded by the publication of academic works shall not exceed 654.38+10,000 yuan. Fifteenth evaluation management fees are used to manage and evaluate the necessary office expenses of the academic works publishing fund. The proportion of assessment management fees shall be approved by the State Science and Technology Commission in consultation with the Ministry of Finance. Article 16 The principal and interest of a publishing fund shall not be used for the purchase of stocks and risky bonds, nor for production and operation, real estate and other risky investments. Seventeenth funded academic works are profitable after publication, the publishing unit shall return the funded publishing funds in accordance with the relevant provisions. In order to encourage publishing units to publish more good books, publishing units will be awarded a certain percentage of funding for publishing. Chapter IV Scope of Fund Support Article 18 The scope of academic works publishing fund includes:
1. Academic monograph, that is, the author (or unit) has been engaged in systematic and in-depth research in a certain subject field for many years, and has written academic works of great theoretical significance or significant discoveries in experiments.
2. Basic theoretical works, that is, systematic theoretical works with original ideas or novel systems, which are written by the author after analyzing and sorting out the existing information and predecessors' achievements in a certain subject field at home and abroad, and have an important role in scientific development or training scientific and technological talents.
3. Applied technical works, that is, works in which the author applies the existing scientific theory to production practice or summarizes advanced technology and experience in production practice, which brings great economic benefits to society. Nineteenth the following circumstances do not belong to the scope of funding:
1. Translated works and essays;
2. Popular science books;
3. textbooks and reference books.
