Measures of Shanghai Municipality on the Administration of Natural Science Funds
Chapter I General Principles
Article 1 The Shanghai Natural Science Fund (hereinafter referred to as the Fund) is established to strengthen basic research and applied basic research in Shanghai, encourage free exploration, train innovative talents in science and technology, and provide a solid foundation and sufficient technical reserves for the development of science and technology in this city.
Article 2 In order to standardize and strengthen fund management, these Measures are formulated in accordance with the Law on Science and Technology Progress and the Regulations of Shanghai Municipality on Science and Technology Progress.
Article 3 This Fund is an integral part of Shanghai Science and Technology Development Fund, which is managed and implemented by Shanghai Science and Technology Commission (hereinafter referred to as the Municipal Science and Technology Commission) and subject to the supervision of Shanghai Finance Bureau.
Article 4 The sources of fund funds mainly include a certain amount of special funds from Shanghai Science and Technology Development Fund and donations from individuals and groups at home and abroad.
Article 5 The fund is mainly used to finance the basic research of natural science and applied basic research in this Municipality.
Article 6 The Fund shall give priority to supporting research projects that meet the following conditions:
(a) research projects with scientific frontier, application importance and long-term strategic significance, especially research projects that have an important role in promoting the scientific and technological progress and economic and social development of this Municipality;
(2) research projects with novel academic ideas, sufficient theoretical basis, clear and specific research contents and objectives, advanced, reasonable and feasible research methods and technical routes, which are expected to achieve the expected results at the international or domestic leading level;
(three) the main researchers of the project have the corresponding basic theoretical knowledge and independent research ability, and the research work has accumulated to a certain extent, and the basic research conditions and time are reliably guaranteed;
(4) The budget is realistic.
Chapter II Application and Examination
Article 7 Fund projects shall be accepted once a year, and the solicitation announcement shall be published in the form of declaration guide. The research period of funded projects is generally three years.
Article 8 In order to ensure the quality of declared projects, the Shanghai Natural Science Foundation implements the principle of unit selection and merit-based recommendation.
Article 9 The project applicant shall be an institution registered in Shanghai with independent legal personality and good basic research ability.
Article 10 An applicant shall be an on-the-job scientific researcher with relevant basic theoretical knowledge and independent research ability, with a master's degree or above or experience in undertaking basic research projects.
Article 11 The applicant shall be the actual person in charge of the project, with the limit of 1. A scientific researcher cannot participate in the declaration of more than two (including two) fund projects at the same time. As the project leader, he applied for the fund for two years in a row, but the application was suspended 1 year.
Article 12 An applicant shall submit a written application through the supporting unit according to the requirements of the annual project guide of the Fund. The applicant shall be responsible for the authenticity of the application materials submitted.
Supporting units should be fair, just, open and select the best, the necessity of applying for funded projects, the authenticity of the application content, the possibility of realizing the research plan, the rationality of the budget, the reliability of basic working conditions, etc. Review, sign opinions, build official seals, and submit them to the Municipal Science and Technology Commission.
Thirteenth Municipal Science and Technology Commission after receiving the application materials for formal review, and organize peer experts to review the effective applications that meet the application requirements. The evaluation experts shall independently judge and evaluate the project application from the aspects of scientific value, innovation, social impact and feasibility of the research scheme, and put forward evaluation opinions.
Article 14 The Municipal Science and Technology Commission shall, according to the opinions of experts, analyze and balance the funded projects and funds, and then conduct examination and approval according to the principle of selecting the best. The approved projects are officially listed in the list of projects of Shanghai Natural Science Foundation.
