Liu Xiaoling, female, born in 1964, from Huarong County, Hunan Province. Professor, PhD in political science, doctoral supervisor, visiting scholar at George Mason University in the United States, and executive director of the Hunan Provincial Party Building Association.

Student in the History Department of Xiangtan University from 1982 to 1986. After graduation in July 1986, he was assigned to Hunan Business School to teach Marxist theory. In 2005, he was introduced to Hunan University. During his tenure, he studied at the School of Political Science and Law of Central China Normal University and the School of Public Affairs and Management of Hunan Normal University, receiving a master's degree in law and a doctorate in political science respectively. In 2006, he participated in the backbone training class for philosophy and social science teaching and research in colleges and universities organized by the Propaganda Department of the CPC Central Committee and the Ministry of Education. In 2010, he was sent by the China Scholarship Council to study at George Mason University in the United States for one year.
