Interim Measures for Basic Medical Insurance for Flexible Employment Personnel in Panjin
< p>Article 1 In order to further improve the basic medical insurance system for urban employees and ensure the basic medical needs of people with flexible employment, according to the Ministry of Labor and Social Security's "Guiding Opinions on the Participation in Medical Insurance for Flexible Employment in Urban People" and the "Basic Medical Insurance for Urban Employees in Panjin" According to the relevant provisions of the Implementation Rules for System Reform (Panzhenggui [2000] No. 5), these measures are formulated.Article 2 The term “flexibly employed persons” as mentioned in these Measures refers to persons employed in flexible forms such as part-time, temporary and flexible work.
Article 3 These Measures apply to flexible employment personnel, individual practitioners and freelancers (hereinafter referred to as flexible employment personnel) who have normal working ability within the scope of basic medical insurance municipal coordination at the same level.
Persons who have established a labor relationship with the employer and urban special poverty subsistence allowance recipients are not included in this scope.
Article 4 Flexible employment personnel who meet the insurance conditions must go to the coordinating regional medical insurance agency to go through the medical insurance enrollment procedures and provide the following documents:
1? Individual Industrial and commercial license, employee registration form;
2? Proof of employment experience from the street, community or employer;
3? Valid proof of residence, ID card and copy;

4? Physical health certificate issued by a designated hospital at level 2 or above in this city.
Those who have participated in social pension insurance before June 30, 2002, need to provide relevant certificates such as the insurance handbook; those who are laid-off and unemployed among those with flexible employment need to provide their personal files when participating in the insurance.

Article 6 The minimum payment period for flexible employment personnel to participate in basic medical insurance is 30 years for men and 25 years for women. The minimum actual payment period is 5 years for both men and women. For those who worked before June 30, 2002 and had basic pension insurance, their years will be deemed to be the years of participation in basic medical insurance.
Article 7 Flexible employment personnel who meet the statutory retirement age in compliance with national regulations and comply with the provisions of Article 6 of these Measures can submit the retirement approval form, medical insurance IC card, and medical insurance manual to the municipal medical insurance management After being recognized by the center, you will enjoy medical insurance benefits according to regulations. For those who have not reached the minimum payment period and the actual payment period, the city's average social salary in the previous year will be used as the payment base, and after a one-time supplementary payment of medical insurance premiums for the difference in years, they will enjoy retiree medical insurance benefits in accordance with relevant policies.
Article 8 Flexible employment personnel shall pay basic medical insurance premiums within the prescribed time on an annual basis, and payment shall not be interrupted. If the basic medical insurance premium is not paid beyond the prescribed payment time, in addition to the overdue amount, a late payment penalty of 2‰ of the overdue amount will be charged on a daily basis from the date of overdue payment. The late payment fee is paid until the overdue funds are transferred to the basic medical insurance. When the overall fund account is closed, medical expenses incurred during the period of overdue payment will not be paid. After payment, you can continue to enjoy medical insurance benefits. If the suspension of insurance lasts for more than one year, it will be deemed to have been abandoned. After going through the insurance enrollment procedures again, you will begin to enjoy medical insurance benefits from the next month. Before the insurance is terminated, it will be regarded as the payment period and will not be included in the medical insurance payment period.
Article 9: Unemployed persons who have terminated the labor relationship with the employer or have received unemployment insurance benefits after expiration shall go through the medical insurance relationship renewal procedures and pay medical insurance within 6 months from the date of implementation of these measures. Insurance premiums, and you will enjoy medical insurance benefits starting from the month after the premium is paid. If it occurs after the date of implementation of these Measures, the continuation procedures must be completed in the month following the termination of the labor relationship with the employer or the expiration of unemployment insurance benefits. If the medical insurance relationship is not renewed within the prescribed time, Article 8 of these Measures shall apply.
Article 10: When flexible employment personnel participate in basic medical insurance, they must also participate in high-cost supplementary medical insurance for urban employees in accordance with the "Interim Measures for High-Cost Supplementary Medical Insurance for Urban Employees of Panjin City" to solve the problem of exceeding the basic medical insurance. Medical insurance covers medical expenses above the maximum limit. High supplementary medical insurance premiums are paid at the same time as the annual basic medical insurance premiums.
Article 11 The medical insurance premiums paid by persons with flexible employment can be adjusted appropriately as the economy develops and the medical level improves.
Article 12 People with flexible employment can go through insurance registration, declaration and payment procedures from the date of implementation of these measures, and begin to enjoy medical insurance benefits from the next month after joining the insurance.
Article 13: Each separate coordinating county may refer to these measures to formulate measures for the participation of similar personnel in cities and towns in the coordinating area to participate in basic medical insurance.
Article 14 The Municipal Labor and Social Security Bureau is responsible for the interpretation of these Measures.
Article 15 These Measures shall come into effect on the date of promulgation.
