I. Division of responsibilities and sharing mechanism for funding arrangements

Natural disaster relief funds required by natural disasters in our province are arranged in the following ways according to the type of disaster, the size of the disaster and the sharing policy:

(1) Funding arrangements for general natural disasters. In the event of a general natural disaster (referring to a natural disaster in which neither the National Disaster Reduction Committee nor the Provincial Disaster Reduction Committee has started the emergency response to disaster relief), the cities (states) and counties (cities, districts) in the disaster-stricken areas should * * * make overall arrangements for living relief funds for natural disasters according to the principle of disaster situation and ensuring the basic needs of disaster relief work. The central and provincial governments do not arrange general natural disaster subsidy funds.

(2) Funding arrangements for major natural disasters. When a major natural disaster occurs (referring to the natural disaster that the Provincial Disaster Reduction Committee started the emergency response to disaster relief), in addition to the funds arranged by the cities (states) and counties (cities, districts) in the affected areas, the province * * * uses the provincial special funds for disaster relief arranged by the provincial financial budget to give financial subsidies to the affected areas. The Provincial Disaster Reduction Committee has not started the emergency response to disaster relief, but if the disaster situation is serious and the financial resources of the affected areas are difficult, financial subsidies may be given as appropriate.

(3) Funding arrangements for dealing with catastrophic natural disasters. In case of catastrophic natural disasters (referring to natural disasters in which the National Disaster Reduction Committee has started emergency response for disaster relief and the central government has given financial subsidies), in addition to the funds arranged by the cities (states) and counties (cities, districts) in the affected areas, the provincial-level * * * will co-ordinate the central financial subsidies and provincial-level special funds for disaster relief and give financial subsidies to the affected areas.

3. The sharing mechanism of life assistance funds for extraordinarily serious natural disasters is: 70% of central financial subsidies and 30% of local financial arrangements. In the total share of local finance, the province grants 70% to pilot counties (cities) and 3 autonomous prefectures, and 50% to other non-expanded counties. The subsidy level of the city (state) to the non-expanded counties shall be * * by the cities (states).

4. The calculation method of subsidy funds for major natural disasters at the central and provincial levels is as follows: the basic data of disasters are subject to the data approved by the Ministry of Civil Affairs and the Ministry of Finance (that is, the basic data used by the central government to calculate the subsidy funds in our province); The formula for calculating the allocation of central and provincial subsidy funds to disaster areas is: the total amount of central and provincial subsidy funds = ∑ (basic data of various disasters in this area × calculation standard of classified funds) ×(70%+30%× proportion of provincial subsidies in this area).

(six) local natural disaster relief funds at all levels are included in the annual budget arrangement by the finance at the same level. In case of serious disasters in that year and insufficient funds in the budget arrangement at the beginning of the year, the financial department should report to the people's government at the same level for approval, and make additional arrangements by adjusting the expenditure structure, using the total financial reserve funds at the same level, and using the balance of that year to ensure the basic needs of disaster relief work. If there is a balance in the budget at the beginning of the year, it will be carried forward to the next year according to regulations.

(7) All kinds of disaster subsidy funds from the central and provincial governments shall be arranged by the affected areas according to the overall policy, combined with the use of funds arranged at the corresponding level, and the total amount shall be contracted, and the cost overruns shall not be covered.

Two. On strengthening fund management and supervision

(3) Civil affairs departments and financial departments at all levels are responsible departments for the allocation and management of life assistance funds for natural disasters. According to their respective functions, they should be responsible and cooperate closely to do a good job in the management of life assistance funds for natural disasters. In the allocation and management of life assistance funds for natural disasters, the civil affairs department is responsible for the audit and identification of disaster data, and the financial department is responsible for the collection and distribution of funds.

(4) When a natural disaster occurs, the financial department of the affected area shall, jointly with the civil affairs department, timely dispatch and allocate funds according to the disaster situation and the instructions of the Party committee and the emergency guarantee mechanism of "dispatching funds to ensure urgent need and stable distribution of the disaster situation" to effectively guarantee the emergency rescue and emergency transfer and resettlement needs of the affected people.

In the case of sudden major natural disasters, the Provincial Department of Finance may, according to the instructions of the provincial leaders or the application of the financial department in the disaster area, allocate part of the emergency funds in advance by means of fund scheduling to support the smooth development of disaster relief work.

(five) after the disaster is stable, to meet the major natural disasters, catastrophic natural disasters, winter famine, severe drought subsidy policy, according to the following procedures and regulations to apply for the allocation of central or provincial financial subsidies:

1. The civil affairs and financial departments in the disaster-stricken areas should report the disaster situation (including the prescribed forms) to the Provincial Department of Civil Affairs and the Provincial Department of Finance on the basis of verifying the disaster situation and apply for financial subsidies. 2. The Provincial Department of Civil Affairs, jointly with the Provincial Department of Finance, studies and puts forward a subsidy fund allocation scheme according to the disaster type, disaster size and fund sharing policy, and submits it to the provincial government for approval according to regulations.

3. (9) The financial departments and civil affairs departments of the pilot counties (cities) and cities (states) with expanded rights may study and formulate specific management measures or detailed implementation rules for natural disaster relief funds in the region according to the Interim Measures for the Management of Natural Disaster Relief Funds and the supplementary provisions of this notice, and report them to the Provincial Department of Finance and the Provincial Civil Affairs Department for the record.

When a particularly serious natural disaster (similar to Wenchuan earthquake and Lushan earthquake) occurs, the arrangement of disaster relief funds shall be implemented according to the provisions of the State Council and the province, and the sharing mechanism stipulated in this Supplementary Provisions shall not apply.

The above supplementary provisions shall be implemented as of May 20 13 1 day.
