In order to implement (Notice of the State Council on Printing and Distributing the Comprehensive Work Plan for Energy Conservation and Emission Reduction), cooperate with the National Development and Reform Commission, the Ministry of Education, the Ministry of Environmental Protection, the Central Committee of the Communist Youth League and other units to formulate (National Action Plan for Energy Conservation and Emission Reduction), promote campus energy conservation and emission reduction, support and promote the healthy development of college students' associations, encourage college students to actively participate in environmental public welfare activities, and give full play to their enthusiasm and creativity. In order to contribute to the construction of a resource-saving and environment-friendly society, China Environmental Protection Foundation launched a small-scale funding project for college students' environmental public welfare activities in March 2007, and twice funded environmental public welfare projects carried out by 32 college students' associations nationwide, which was supported and affirmed by the Ministry of Education, the Ministry of Environmental Protection and the Central Committee of the Communist Youth League, and achieved good social impact.

In order to further promote the development of the project and achieve more practical results, the China Environmental Protection Foundation will start the third batch of small-scale funding projects for college students' environmental public welfare activities in June 2008, and solicit applications from college students' associations nationwide to further increase the funding amount and the number of funded projects.
