Can the deceased leave a testator to collect public funds?
Provident fund is a part of an individual's legal inheritance, and his heirs can collect it according to his will.

The method for heirs to receive housing accumulation fund is: under normal circumstances, the legal heirs or legatees of employees will be opened by public security organs? With the cancellation certificate or death certificate of the employee's account, the relationship certificate between the heir and the employee or the will notarized by the notary department, etc., the principal and interest balance of the housing provident fund in the employee's account is extracted.

1. After the employee dies or is declared dead, there are two ways to deal with the balance of housing provident fund: (1) It is withdrawn by the heir or legatee of the deceased employee. The employee's heirs or legatees can draw (inherit and bequeath) the employee's balance of housing provident fund with the household registration book, legal inheritance identity certificate and ID card, bequeath book or court judgment, ruling or mediation book. (2) If the employee dies or is declared dead, and there is no heir or legatee, or the inheritance or legacy is abandoned, the housing provident fund shall be incorporated into the value-added income of the housing provident fund.

2. According to the Regulations on the Management of Housing Provident Fund, employees can withdraw the housing provident fund in full when they die. If an employee dies during his/her service, his/her heirs can withdraw the housing provident fund in full, but the following materials must be provided when withdrawing: first, there must be a death certificate or a household registration cancellation certificate issued by the hospital; second, there must be a notarized certificate of the legal heir, an ID card and a household registration certificate of the legal heir; and finally, there must be a notarized legacy certificate of the notary office or a court judgment, ruling and mediation.

If the employee's heirs cannot personally withdraw the housing provident fund, they may entrust others to withdraw it on their behalf. The client needs to provide a power of attorney or household registration certificate notarized by the notary office. At the same time, the client also needs to issue the entrustment certificate of the employee's work unit and the client's identity certificate issued by the client's unit. If the unit entrusted to handle the housing provident fund personnel for the extractor goes through the extraction procedures, it shall be signed by the extractor in writing, and provide the certificate of entrustment extraction issued by the employee's work unit, and the original and photocopy of the ID card of the handler.
