Regulations on the Placement of Veterans' Conscripts.
Article 2 The term "retired conscripts" as mentioned in these Regulations refers to the following personnel of the Chinese People's Liberation Army and the Chinese People's Armed Police Force: (1) who retire from active service at the end of their active service period (including extended service); (2) who expire at the end of their active service period due to the following reasons

Article 3 The resettlement work of retired conscripts must implement the principle of returning to where they come from and the policy of proper resettlement and everyone getting their own place.
Article 4 The placement of retired conscripts shall be carried out under the leadership of local people's governments at all levels.
Local people's governments at all levels may, according to the resettlement situation, set up veterans' resettlement agencies or designate staff to handle the daily work of the resettlement of retired conscripts.
The veterans' resettlement agency is located in the civil affairs department. The people's armed forces, planning, labor and personnel and other relevant departments should assist the civil affairs department in the placement of retired conscripts.
Article 5 The time for accepting retired conscripts shall be implemented in accordance with the regulations of the State Council and the Central Military Commission of the year.
Due to climate or geographical reasons, those who are discharged early or delayed with the approval of the Ministry of National Defense can be admitted earlier or later accordingly.
Article 6 When retired conscripts return to their original recruitment places, the local people's government shall carefully organize the reception.
Article 7 Within thirty days of returning to the original place of recruitment, retired conscripts should go to the county, city, or municipal district military service agencies to register for reserve service with their discharge certificates and military introduction letters, and then report to the veterans’ resettlement agency, and apply with the veterans’ resettlement agency’s letter of introduction.
Settlement procedures.
Article 8 Veterans who originally had an agricultural household registration shall be resettled by the local veterans resettlement agency in accordance with the following regulations: (1) For those who do not have housing or are seriously short of housing and have real difficulties in building their own houses or relying on collective help, they shall be resettled in accordance with national regulations.
Arrange a certain amount of building materials and funds to help solve the problem; (2) Those who are awarded second-class merit (including second-class merit, the same below) or above during their service shall be arranged to work; (3) Those who have certain expertise shall be informed by relevant
Recruitment shall be based on department recommendation; (4) When recruiting workers from rural areas, each employer shall give priority to retired conscripts under the same conditions.
Appropriate care shall be given to retired conscripts and female retired conscripts who were awarded third-class merit during their service and who have served beyond their term of service.
Article 9 For retired conscripts with urban household registration who did not participate in work before serving, the state will uniformly assign work, implement system-based assignment of tasks, and implement lump sum resettlement methods. Each receiving unit must make appropriate arrangements.
The specific placement is handled in accordance with the following regulations: (1) Every year before the retired conscripts return to the original collection place, the province, autonomous region, and municipality directly under the Central Government should issue pre-allocation labor quotas. The retired conscripts will be resettled first after returning to the original collection site, and the unified settlement will be made after the national plan is issued.
(2) When the troops receive honorary titles from units above a major military region (including major military regions) and have achieved second-class merit or above, their personal wishes should be given priority when arranging work.
(3) Those who have received third-class merit and served over the term in the army shall, when conditions permit, take into account their own specialties and aspirations when arranging work; (4) Those who have been trained in the army to have certain majors and specialties shall be arranged for work
When doing so, you should try your best to be a professional counterpart; (5) If you request to be discharged midway without justifiable reasons; if you are expelled from the military or removed from the military; if you are convicted of a criminal offense (except for negligence) in the military or while waiting for arrangements after retirement;
For those who are punished with a term of imprisonment or above, the veterans placement agency will not be responsible for arranging work and will be treated as unemployed persons in society.
Article 10 For second-class and third-class revolutionary disabled soldiers who were disabled due to war or on the line of duty, and who originally had urban household registration, the veteran resettlement agency in the original recruitment area will arrange work within its capabilities.
Those with original agricultural household registration and conditions in the original collection area can be assigned appropriate jobs in enterprises and institutions; if they cannot be arranged, additional disability pensions will be issued in accordance with regulations to protect their lives.
Article 11 Before joining the army, conscripts were regular employees of state agencies, people's organizations, enterprises, and public institutions. After being discharged from the army, in principle, they can return to their original units and resume their duties.
