Core passwords and common passwords are used to protect state secret information. The highest confidential level of information protected by core password is top secret, and the highest confidential level of information protected by ordinary password is confidential. Core passwords and commonly used passwords are state secrets. The password management department shall, in accordance with this law, relevant laws, administrative regulations and relevant provisions of the state, implement strict and unified management of core passwords and general passwords.

? The state strengthens the scientific planning, management and use of core passwords and commonly used passwords, strengthens system construction, improves management measures and enhances password security. The state secret information transmitted in wired and wireless communication and the information system for storing and processing state secret information shall be protected and authenticated by using core passwords and ordinary passwords in accordance with laws, administrative regulations and relevant state regulations.

? According to Article 15 of the Cryptography Law of People's Republic of China (PRC), institutions engaged in scientific research, production, service, testing, equipment, use and destruction of core passwords and commonly used passwords (hereinafter referred to as cryptographic institutions) shall establish and improve a security management system in accordance with laws, administrative regulations, relevant provisions of the state and requirements of core passwords and commonly used passwords standards, and adopt strict confidentiality measures and responsibility systems to ensure the security of core passwords and commonly used passwords.
