nowadays, the "rich second generation" has become a hot topic of social concern, and whether it is criticism or praise, it can become a topic that people relish. At the recent Chongqing "two sessions", the deputies began to pay more attention to the "poor second generation", and they put forward proposals one after another, demanding that the society face up to the education of migrant workers' children and not let the migrant workers who have left their homes go down from generation to generation.
It is suggested to set up a compulsory education fund for children of migrant workers
On January 23rd, Ren Hongxiu, deputy of Chongqing Municipal People's Congress and chairman of Qilong Hot Pot Chain Enterprise, suggested setting up a compulsory education fund for children of migrant workers and paying attention to the education and accommodation conditions of the "poor second generation".
Ren Hongxiu said that as a hot pot enterprise, more than 9% of his employees are migrant workers. According to her understanding, at present, the schooling situation of school-age children of migrant workers is not satisfactory, and the compulsory education received by a large number of children of migrant workers is far from being compared with that received by children of the same age in cities.
At present, it is the basic policy to solve the compulsory education of migrant workers' children in China to give priority to the management of the local government and the full-time public primary and secondary schools. That is to say, the compulsory education responsibility of the migrant workers' outflow government is passed on to the inflow government. In this way, on the one hand, the compulsory education responsibility and funding input of the inflow governments have greatly increased, but because the inflow areas are economically developed areas, they cannot be compensated by the central government; On the other hand, because the government of the outflow area is a rural area or a central and western region, it can not only be compensated by the central government, but also be exempted from the responsibility of compulsory education for the outflow children.
Ren Hongxiu suggested setting up a compulsory education fund for the children of migrant workers, so that the central government can take an appropriate share of the transferred compulsory education funds and convert them into education vouchers, and take the education funds wherever the students flow, so that the money can go with everyone. So as to establish a coordination and sharing mechanism for the central government, the inflow government and the outflow government to share the compulsory education funds for the children of migrant workers.
The female representative said emotionally, around us, we can often hear the sad stories of the "poor second generation". As Chongqing shoulders the banner of coordinating urban and rural areas, is the anxiety in our hearts even stronger? Does that responsibility feel even heavier? Migrant workers are closely related to our lives. Should we pay more attention to them, especially the education and psychology of their next generation?
It is difficult for migrant workers' children to go to school nearby
Zhang Qiaorong, 39, came to Chongqing from Dazhu, Sichuan Province to do fruit business for many years, and has been renting in Gui Huayuan, Yuzhong District. There is a public junior high school in front of her house-Chongqing No.57 Middle School, but it is difficult for her daughter to attend this school.
"We can only choose a few designated schools." Zhang Qiaorong said that three years ago, when his daughter Xiaoxin was sent from her hometown to Chongqing to attend primary school, there was a Datianwan primary school at her doorstep, but the children could only run a few miles every day to go to the farther Erling primary school, because that was the designated school to receive the children of migrant workers.
Xiaoxin is going to junior high school this year. Zhang Qiaorong doesn't want her daughter to run a long distance to go to school every day. She went to the nearest No.57 Middle School for consultation and learned that she would have to pay a large donation to subsidize her tuition.
The school staff told her that all students, including city dwellers, had to donate to subsidize their tuition fees except those enrolled in compulsory education.
"8% of migrant workers want their children to go to school nearby," said Tang Guoxiu, a member of Chongqing Municipal Committee of the Chinese People's Political Consultative Conference. Many designated schools for migrant workers' children are far away from the places where migrant workers live in concentration, and their children have not fully realized their enrollment nearby.
according to the national regulations, 15, people should have a primary and secondary school, but Chongqing is far from meeting this standard. Tang Guoxiu said that he suggested that the government should rebuild and expand schools in the old city, and build schools in the newly-built city in strict accordance with national standards, so as to facilitate the children of migrant workers to enter school to the greatest extent.
The relevant person of Chongqing Municipal Education Commission said that this year, Chongqing will incorporate the enrollment of migrant workers' children into the overall planning of enrollment work within its jurisdiction, and the city will add 5 schools for migrant workers' children, including 25 in the main city and 25 in other districts and counties, with a total of 372 schools, so as to ensure that migrant workers' children receive compulsory education according to law.
Insufficient investment in education
Chongqing Binjiang Primary School is a designated primary school for migrant workers in Jiangbei District, and 95% of the 57 students are children of migrant workers. When the new year comes, the teacher asks the children to write down their New Year's resolutions. As a result, to the surprise of the principal Liu Zhi, most children want to go shopping with their parents, some want extra-curricular books, and some just need a table tennis bat.
On the playground of Binjiang Primary School, Xia Du, a fourth-grade student, is playing against his classmates around the table tennis table. If you look closely, you will find that the children are waving their arms hard, but there is no racket in their hands, just hitting the ball with their hands. "It still hurts a little." Xia said that the table tennis racket equipped by the school can only be used in physical education class. When students play after class, they all play table tennis directly with their hands. If their hands hurt, they will change books to play.
Zhou Na, a freshman, said that her parents didn't have time to play with her. After school, her favorite thing to do was to read Chinese books, because "there are stories in Chinese books", which she thought was very nice. Luo Xiaomin said that the number of extracurricular books in the school library is limited, which is generally only for students to read at school and cannot be taken home ...
Yang Shaohua has been working in the main city from Dazu County, Chongqing for more than 1 years. With his eagerness to learn and work, he has grown from an apprentice to a skilled master. Now he can undertake home decoration and wallpaper pasting alone, with a monthly income of about 3, yuan. Talking about children, the 35-year-old man is a little sad. He wanted to take his son to the main city for a better education, but his financial strength is limited, so he can only let his children continue to live in his hometown.
He said that at present, his greatest wish is to hope that his children will not go their own way in the future, and they will wander away all the year round, with no fixed place, no education and no skills. For the sake of the children's future, after consulting with his wife, he gritted his teeth and sent the children to a private school in the suburbs of the county to attend the first grade. "Although the education in the county can't be compared with the main city, it is still much better than the schools in towns and villages. Although the expenses are not small, I can barely bear it!" Xiao Yang told reporters like this. Happily, the reporter saw many measures in the work report of Chongqing municipal government that are beneficial to the integration of migrant workers into the city. For example, the city will build 2.2 million square meters of low-rent housing, which is one of the measures. In addition, the reforms in social security, education, medical care, public finance, rural finance and administrative system have been gradually rolled out, and the embrace of the city will be warmer.
