Article 3 All projects within the administrative area of this Municipality (including those of the central government, the province and the troops stationed in Nanjing) shall use bulk cement according to the relevant provisions of the state, the province and the city, and the utilization rate of bulk cement for each project shall reach more than 7%; Production enterprises with cement as the main raw material shall use all bulk cement as required. Article 4 Construction units undertaking construction projects within the territory of this Municipality shall have facilities for using bulk cement. Construction units with storage and use facilities of bulk cement suitable for construction shall go to the Municipal Office of Bulk Cement (hereinafter referred to as the Municipal Office of Bulk Cement) to handle the "certificate of using facilities of bulk cement" before they can participate in the bidding of construction projects or undertake construction tasks. Article 5 The construction unit and construction enterprise shall, according to the amount of engineering cement used, and according to the relevant provisions of the province and the city, pay the paper bag deposit per ton of 4 yuan by the cement supplier to the city office, and go through the formalities of the construction project commencement permit and other relevant departments with the payment receipt. The paper bag deposit shall not be included in the project cost. Sixth due to special circumstances can not be used as planned in bulk cement projects, the use of cement plan should be approved by the Municipal Office of the implementation. Seventh cement production enterprises should ensure the supply of bulk cement for construction projects and cement products according to the principle of "restricting bagging, encouraging bulk and developing bulk".

According to the actual amount of bulk cement used by the settlement unit, the municipal bulk office handles the following procedures for the deposit:
